Beijing Vehicle Operating GPS monitoring platform is a municipal informationproject approved by the Beijing Municipal Transportation Administration Bureau. It isan independent particle system in the comprehensive management system of BeijingTransportation Industry. The Platform collects GPS operation data of over12,400running vehicles from inter-provincial transportation, travel transportation anddangerous chemicals transportation and provides comprehensive data service forindustry management and leadership decision-making.The platform has four module functions, basic functions, data interface functions,vehicle monitoring functions and statistics analysis functions. This study focuses onthe design and development of vehicle monitoring module and the fact that it canprovide real-time means in monitoring vehicle’s driving condition for Transportationregulators, which is beneficial in reducing the incidence of traffic accidents throughprecautions and beforehand supervision.There are not only relatively well-defined requirements such as generalregulatory functions but also the requirements to be continually explored and fullydeveloped in the design and development of vehicle monitoring module. Therefore,the prototype of the system has been made first, and through lots of discussion andpreparation, the final form can meet the requirements of all parties.The construction of the platform will play an important role for BeijingTransportation industry. First, it can provide effective supervision for the government,keep the whole transportation in control and provide scientific support for thedecision-making of the government. Secondly, real-time vehicle status monitoring canprovide precaution and supervision in reducing traffic accidents. Thirdly, it canstrengthen the transportation administration and sort out market order throughinformation sharing and improves the overall regulation and supervision. Meanwhile,it can improve the administration of the industry, the productivity forces and enhancethe competitive forces.
