The pharmaceutical industry is the particular industry that is closely related to people’slivelihood and human life. In recent years,"medical treatment is difficult and expensive"iscoming to be the concern of the society, although the country have set up a numbers ofpolicies of the system of essential drugs and medical insurance system, the issue is still havingnot a good solution. Beijing as China’s pharmaceutical distribution industry leader, itsoperating system has a huge advantage, but still there are"medical treatment is difficult andexpensive"and other issues, now, relieving and thoroughly solving these problems is a majorwork facing by the relevant government departments.May18,2012, Beijing released "Beijing public hospitals reform pilot program", BeijingFriendship Hospital, Chaoyang Hospital has canceled15%addition of the drug price,registration fees, medical fees and established medical service fees, other hospitals will alsobe introduced to implement this policy. So far, this medical reform policy has been runningnearly a year, what kinds of impact will be produced to pharmaceutical distribution field andwhether it will effectively solve the problems " medical treatment is difficult and expensive "are the main contents of this paper.We will analyze the impact of this reform policy in Beijing from the point of the drugcirculation. Pharmaceutical distribution supply chain can well describe the entirepharmaceutical distribution field system, and the using of multi-agent simulation technologycan be a good performance of the health insurance fund, patients, doctors, hospitals, brokers,pharmaceutical manufacturers these six main agents’ initiative, independence, intelligence,responsiveness, interactivity and other features, so we can from a global perspective toexamine the interaction between agents in the supply chain (the selection mechanism, theprice mechanism, the number of mechanisms, etc.). On the pharmaceutical distribution supplychain, the main distribution of benefits is the ultimate expression of the price and quantity, thegovernment health care reform policy changes will gradually pass to each agent through thesupply chain simulation, and further affect the redistribution of benefits. Simulation resultsshow that the current health reform policy is running well, and to some extent, solve the "medical treatment is difficult and expensive " problem.
