Research On Environmental Risk Problem Construction And Interaction

With the deep development of our society, we entered “risk society” whichUlrich Beck predicted. The whole society suffers varieties of pressure from politics,economy, ecology, etc. In this high risk society, various social contradictions arerelatively critical. And among these risks, environmental risk is more prominent. Inrecent years, many environmental problems appear frequently, which influences thesocial stability and eco-environmental Security. Social and economic development isseriously constrained.Environmental issues bring the whole society tremendous risk, and put the publicinto panic. And also disrupted the social order, cripple the public trust in government.And test of the government’s ability to govern. The central and local governmentsattach great importance to environmental governance. The18th CPC NationalCongress first proposed "Beautiful China" concept, and set the construction of"Beautiful China" as the grand goal of ecological civilization construction. In2013, awide range of haze weather highlighted the importance and urgency of ecologicalconstruction than ever.Environmental issues became the focus of the whole society. In contemporarysociety, previous government "led" type of risk governance model, began to change inmodern society. The environment slowly spread in to the government and society"cooperative" model orientation. The interaction among government, media andpublic became more complex. So it is very necessary to have a deep understanding onthe differences of how they understand, and how they interact in the construction ofenvironmental risk issue. And this will help us to find the existing problems, promotethe interaction among them. At last, help to resolve the environmental issues.Based on agenda building theory, this paper takes the example of the wide rangeof haze weather in Jan.2013and analyzes the features of government agenda, mediaagenda and public agenda in environmental risk agenda building by means ofquantitative and qualitative methodology. Furthermore, the interactive mechanismand reasons between the three sides are discussed. The study found that the agendabuilding between government, media and public is different. They present a relationof competition. And this paper also reflects on the revealed problems and the way toform a benign interaction in environmental risk agenda building.This paper thinks, environmental communication is different from the subject(the government, the media, the public and so on) around environmental issues andthe text representation, discourse production and the significance of the battle. Thegovernment, the media and the public are three kinds of interaction with the game in constructing environmental risk issues, interaction between the three runs through thewhole process of development of public opinion. The study found, cause interactionsproduce is digestion government authority and traditional risk reconstruction needs.And three in the construction of environmental risk issues did not achieve the goodinteraction between topics. Finally, this paper puts forward some thinking on theconstruction of environmental risk issues, the main problems, and how to build abenign interaction and put forward some thinking.
