The implementation of Non-state Education Promotion Law of the People's Republic of China recognizes non-state-run higher education institutes,which,as a result,have been developing vibrantly.Non-state vocational colleges,as an important part of non-state education system,have contributed a new force to China's socialism education system.They meet the needs of industrialization of education,and meet the needs of students as well as parents.As of the year 2014,there are over 2 million students in non-state vocational colleges.Among this large group,the percentage of finally disadvantaged students is increasing year by year.The effects of their financial aid work for needy students influence directly this group's development.Therefore,it is a pressing need to explore and solve those issues that currently exist in the subsidiary programs for financially disadvantaged students in non-state vocational colleges,and efforts in this field have great implications.From the implications of studying subsidiary system for needy students in non-state vocational colleges,this paper first explains the meaning of financial aid for poverty-stricken students and why non-state vocational colleges must attach importance to helping needy students financially and the meaning of such initiatives.By reviewing literature,collecting resources from online and applying them to actual cases,this paper analyzes the theoretical foundation of subsidiary system for financially disadvantaged students,which is education cost sharing theory and fair education theory.Based on domestic and overseas research results,author tries to presents her innovations and to improve where there're shortcomings.Author of this paper then takes ZS Vocational College as an example,conducting questionnaire survey among needy students.A couple of factors have been summarized which currently are affecting and restricting financial aid work for needy students in ZS Vocational College,which include the rationality of assessing system for poverty-stricken students,financial gas caused by imbalanced economic development among different areas,demerits in work-study program,high tuition fee in vocational colleges,etc..At last,this paper proposes the focuses of subsidiary program for needy students in non-state vocational colleges,namely,enhance government funding for non-state vocational colleges;establish scientific assessment mechanism for poverty-stricken students and improve assessing system;establish and improve social funding system;provide more work-study opportunities;pay attention to the ideological and political education of needy students.
