The Investigation And Analysis Of The Financial-aid System To Needy College Students In Xinjiang Uygur Autonomous Region

Needy college students are coming forth as the country carries out the charge reformation of higer education.At present, these college students account for 20% out of the total, and 8-10% of them with serious financial problems. However the situation in Xinjiang Uygur Autonomous Region is up to 35% and 15%.The data show that needy college students in Xinjiang higer than that of the average in the country.Whereas, the country's financial-aid policy should be strengthened and increased in Xinjiang.Although the government has made many aid policies, the problems exist in practising the policies due to the policies'deficiencies.The problems can't be solved easily,especially in conceptions,with the"double poverties"that economic poverty causes"psychological poverty".If needy college students may not be dealed with well,it will influence the education equality,college and social stability and effect the students'whole lives.Therefor, this paper is to study and explore the financial-aid system to college students in Xinjiang Uygur Autonomous Region and how it goes on.With the questionaire and visit to 799 college students of the local colleges, the administrative missionaries of the Autonomous Region and needy students'parents,it is becoming to sum up,at present stage,the advantage and disadvantage to the financial aid system to college students in Xinjiang Uygur Autonomous Region and give the countermeasures. There are four parts in the paper:Part I: Introduction.To begin with problems to study,this part defines the conceptions concerned and initially analyzes the meanings of the financial aid policy to needy students in college and explains the researches on the policies concerned home and abroad and introduces the research approaches.Part II:The forming of financial-aid system to needy students in college, particularly explaining the outcome from the aid system to needy college students in Xinjiang Uygur Autonomous Region and in China and abroad.Part III: The present situation of college students being supported.This part introduces the actuality of the college students being supported in Xinjiang and investigates and analyzes their situations and sums up the problems of the aid system to needy college students in Xinjiang Uygur Autonomous Region.Part IV: The countermeasures to perfect the present aid system to needy college students,this part replies the above problems and brings out personal suggestions to the system,administration,banks, colleges,needy students,their parents and society.Perfecting the aid system to needy college students needs all government, banks, colleges, the students being supported and the society etc.
