With the deepening of the process of social reform and the rapid development of science andtechnology, the general rural areas have the earth-shaking change, the ideological concept of ruralmasses opens gradually, the income level and quality of life improves year by year. Along with it,the general rural masses not only stop at the level of importance of early education on children,but also actively participates in the children ’ s early education. Especially in the1980s and1990s,this group of rural parents, they set strict requirements on their child’s early education andfuturological education. What a pity is, the current rural pre-school education develop lags behindand pre-school resource shortages. People have a strong desire to receive quality preschooleducation. However, teachers are few and coarse, larger class sizes and the number of formalkindergartens is less in the rural areas. What the good news is, The state has been payingattention on the development of rural pre-school education during the new socialistcountryside construction and award policies to protect the development of rural pre-schooleducation in rural areas. National medium and long-term educational reform and developmentprogram has brought a rare opportunity for the construction of kindergartens in rural areas andpromoting rural pre-school development of education. Therefore, under the guidance of thecountry, the public speeds up the development and construction and adjustment of ruralpre-school.In this study, the researchers use interviews and primary literature. Basing on researchingpreschool development, planning documents and policy research, the researchers select threetowns as samples. Investigating sponsor, location, scale, service radius, the scope of radiationand so on, elaborate the reality of the situation which kindergartens layout adjustment in ruralareas of W County and analyze the positive impact of adjustment of the layout and theproblems and make recommendations.The survey found W County puts the development of rural pre-school education into the overallplanning of social, identify development goals. By new construction, renovation and expansionof rural kindergartens and kindergartens in rural areas to enhance the conditions, promotethe development of rural pre-school education. And this study suggests that there are severalissues of concern during kindergartens layout adjustment:1.Kindergarten is too concentrateddistribution, service radius increase;2.Significant difference between urban and ruralinvestment, the subsequent invest lacks of protection;3.Township development is notbetween balance. There are three reasons for the problem:1.Too much emphasis on qualitystandards, ignoring the specificity of early childhood education;2.rural grassroots leaders do not attach importance to the development of pre-school education;3.Ignoring the views ofparents.Finally, the actual situation based on W County, This study makes the followingrecommendations to promote kindergartens layout adjustment W County Rural Kindergarten:1.Adhere to fair and efficient unity;2.Helping to establish and subsidy mechanism;3.Activelyencourage parents to participate.
