In 2001, adjustment of school layout was carried out across the country to promote balanced development of compulsory education under the background of the students dwindling number of rural school, rapid development of urbanization and the rural tax and fee reform.Looking back on more than ten years to the policy implementation, some results were obtained,but a series of problems were triggered at the same time.In this paper, based on the case study of poor remote mountain area S elementary school, the influence on education efficiency and education equity from adjustment of school layout and cause of the problems in it were analyzed and discussed Moreover, corresponding countermeasures were put forward after introduced the relevant foreign experiences.In this paper, based on the case study of poor remote mountain area S elementary school, the influence on education efficiency and education equity from adjustment of school layout and cause of the problems in it were analyzed and discussed.Moreover, corresponding countermeasures were put forward after introduced the relevant foreign experiences.In the case analysis of S primary school, the boarding school followed adjustment of school layout guaranteed the education fairness and improve the efficiency of education, especially the positive influence to the left-behind children, but increased the economic and psychological burden of students and their families, which damaged the education fair.According to the actual observation and investigation, execution of the nutrition plan of rural compulsory education students and the "patch" appeared deviation, which did not achieve the purpose to promote education fair and damage the use efficiency of the education funds.Removal of school made rupture in village culture, blocked the heritage of rural cultural, failed to fulfill the goals of the rural education.So, adjustment of school layout promoted the education fair and improved the efficiency of education to a certain extent, but increased actually the gap between schools in one area.Through the analysis to the policy texts of adjustment of school layout and the actual execution standard of local government, some conclusions are obtained:Firstly,the policy starting point is to promote the balanced development of the compulsory education, protect education fair and at the same time improve the efficiency of education, part of which is implemented in the actual execution.Secondly, because of the discordance between the starting point of the central government and the foothold of local government,and the local government in the pursuit of self-interest, the policy are blindly implemented by local government in a large number,which triggered a series of problems and damaged the education fairness and efficiency of education.Finally, The countermeasures were put forward combined with case study and related experience in abroad.
