Effective incentive is the key element to motivate the enthusiasm of theorganization and its staff, and to improve the work happiness of organization personnel.Construction of civil servant’s incentive mechanism is an important part of civil servant’smanagement mechanism, and it Plays an active role to mobilize the enthusiasm andinitiative of civil servants and improve the administrative efficiency. As a class of civilservants, the grass-roots level of Local tax system civil servants has some negative attitudeand idea, and its reason is the lack of incentive mechanism. Negative attitude directlyaffects the efficiency and quality of enforcement of the tax administrative law. Therefore,to carry out research on the mechanism of local tax talent, further perfect the incentivemechanism of the local taxt talents, improve the job satisfaction and happiness of localtax talent has great importance to boost the enthusiasm of the grassroots local tax talentand to improve the work efficiency of local tax department.The article is divided into four parts, the first chapter mainly introduces thebackground and significance of topic selection, reviews related research status at homeand abroad, expounds the train of thought,the method, main contents of the research,etc. The second chapter mainly introduces the basic theory of work happiness and theinnovation of talent incentive mechanism, including the definition and characteristics ofwork happiness, and its influencing factors, the meaning and structure of talent incentivemechanism, work happiness related with incentive mechanism and Elements of local taxtalent incentive mechanism based on work happiness, etc. The third chapter mainlyintroduces the X county tax bureau for the specific case study analysis of the presentsituation of the local talent team construction of X county tax bureau, land tax personnelincentive mechanism, the main and practice work based on the well-being of local talentincentive mechanism existing problems and its reason; The fourth chapter in X county taxbureau to implement successful practices and experience of the local talent incentivemechanism is put forward on the basis of a sound work based on the well-being of localtalent incentive mechanism of the specific principles and countermeasures, in order toachieve through perfecting local talent incentive mechanism to improve the well-being oflocal talent team.
