The Research On The Present Situation And Countermeasures Of Talent Introduction In Ji'nan City

Talents are those who have good internal qualities,continue to work creatively,and apply creative labor results to practice,which can have a positive impact on social development.Currently,competition in talent introduction field is becoming more and more intense,which has become the "battle behind the scenes” for economic and social development.As one of the 15 sub provincial cities in Shandong Province,Ji'nan is in urgent need of all kinds of talents in the transformation of economic structure,the development of new high-tech industry and the development of new kinetic energy.It is of great practical significance to strengthen and improve the work of talent introduction in Ji'nan and to provide strong talent support for the economic and social development.This paper,through literature research,data analysis and other forms,analyzes the introduction of talent policy and effect of Ji'nan city in recent years,finds out that the city of Ji'nan has basically established a relatively complete system of talent introduction policy,the talent team has further expanded,the incentive safeguard mechanism has basically established,has produced good economic and social benefits in terms of promoting new energy transfer,accelerate industrial restructuring and upgrading,promote the independent the innovation ability,and the gathering of high-end talent development has showed the leading role of talent introduction policy.In order to make the evaluation of the effectiveness of talent introduction in Ji'nan more scientific and objective,this paper adopts a questionnaire,and randomly surveys people from different industries and fields to verify the evaluation of talent introduction in Ji'nan.According to the analysis of questionnaire investigation and statistics,this paper finds out that Ji'nan City focus more on the talent introduction of while lack of training,the number of talents from national central government in Jinan is overloaded,less attractive talent policy,less motivation,social welfare level should be improved,and further enhance the space of talent policy.The author analyzes the restrictive factors of talent introduction in Ji'nan from the subjective and objective aspects,and constructs the analysis model by using the SWOT analysis method,and finds out the reasons for the problems.This paper uses city talent introduction of Qingdao Zhengzhou,Xiamen as the study case,finds out that what Qingdao city does is to open high-level talent service Easy Access,wining trough service;what Zhengzhou city is doing is the implementation of the "Newell Zhengzhou talent project,in order to improve the personnel training system Xiamen City focus more on overseas experts,professionals,students,and has formed a mature employment policy system.All these provide a reference for the optimization of Ji'nan's talent policy.Finally,this paper put forward Ji'nan City talent introduction policy according to the analysis results,which mainly is to increase the policy support,financial guarantee mechanism,income distribution system,social security and other aspects of optimization;Secondly to build high-tech park,extending the industrial chain,and improve the scientific research centers,to create a good environment for the development of hardware;Thirdly to improve the personnel performance evaluation and the incentive mechanism;Fourthly to create a good living environment,create a respect for knowledge and talent of the social atmosphere.By doing the four moves above,to promote the continuous improvement and optimization of the talent introduction policy in Ji'nan,and to better serve the overall situation of economic and social development.
