For the whole country,the talent problem is a key issue of the development of the party and the country. With the national and regional demands for innovation of science and technology, deepening of economic globalization,rapid progress in science and technology,human resources becomes more and more important, which turns into an important driving force for development.And with the trend of multipolar world tortuous development,the talent shows the increasingly decisive significance in the competition of comprehensive national strength.The first20years of the new country is an important strategic period of our creating a new situation of socialism with Chinese characteristics and comprehensive construction well-off society. The talent is a fundamental revitalization of the country. The talent is a key,so vigorously developing the talent is the entrance to the strong country. Entering the new period of the new centry,the Party Central Committee puts forward the strategy of reinvigorating China through human resource development,establishes the main idea and the basic layout of the task about the talent. How to adapt to the change of international situation, consummate the economic system, improve the various social guarantee mechanism,are based on the talent. In a word, the strategy of the cultivation and development of the talent is the most important in the task of the rapid development of the country.Chinese characteristics of state-owned enterprises is an important part of the social organizations in our country, offered large number of excellent professional talents to consolidate and promote the national economy and social development. State-owned enterprises have gradually become the main implementation of the strategy relying on science and education in our country. The management system of state-owned enterprises also has its own characteristics, such as:talent management, talent incentive mechanism and enterprise and the party and government organs of incentive mechanism is different, so our nation should speed up the development of talent management.Data show that China’s existing state-owned enterprises are more than1300thousand, about30million workers. At present in state-owned enterprises, the researchers accounted for about71.2%, teachers’ vocational and professional in all kinds of business unit is bigger, the proportion is more than94.8%.20.2%of government spending are using in each business units. In the national business institutions funding, full funding unit65.5%, balance allocation unit15.5%, and at own expense accounted for19%.After China entry into the WTO, with the constant improvement of the socialist market economy and development,state-owned enterprises faced new challenges and opportunities. To a certain extent, The requirement of public institutions of our country talent incentive mechanism must keep pace with times. The current institution mobility management and access mechanism is not mature enough; Rapid economic and social development requires a lot of talent, and the overall number of today’s talents, structure layers and the comprehensive quality can not meet the requirements of social development, one of the most lack of modernization is an urgent need of high standard, high requirement and the new comprehensive talent.Under the condition of socialist market economy, the current talent management mechanism, to fully show the talent, failed to fully give play to the role of human resource configuration, failed to eliminate the systematic talent flow problem. therefore, to speed up to establish and perfect effective talent management and incentive mechanism of institution, retain all kinds of excellent talents in single career, is the institution to improve personal qualities of talents, improve the skills of the important measures, is the institution guarantee target to complete the powerful guarantee of the unit, is the foundation power to promote institution to complete the system reform, is an important link in the whole process of developing business unit management.The lack of professional and technical personnel is one of the biggest problems in China. To change this situation, our country needs in the region, industry and technology talents lack departments intensify the cultivation of professional and technical personnel and support, have an adverse effect upon our country socialist modernization construction should strengthen the regulation and transformation of behavior. Under the condition of socialist market economy with Chinese characteristics, institution of professional and technical personnel as the most popular factors of production, its liquidity is obvious and inevitable. With the refinement of social division of labor, is the cultivation of the professional and technical personnel and flow need to be encouraged and advocated, reverse the professional and technical personnel need to be restricted. Professional and technical personnel change the unreasonable distribution and structure of the present situation, the professional and technical personnel to improve the status of the backlog of waste, play to the role of the professional configuration, can make the professional and technical personnel from each according to his ability, his talent, promote the rapid and healthy development of the socialist modernization construction.Studying the influence of state-owned institutions professional and technical talent flow related theory can promote national institutions specialized technical talented person’s growth, development.
