Nowadays, with the advent of the information age, the way people receiveinformation is not limited to newspapers, radio, TV, which were considered as therepresentative of the old media in the past, but instead, people begin to pro-gaze toInternet-the representative of the "fourth media", from which, has derived a wider range ofproducts, including all the major websites, online forum, personal micro-blog etc. in thisera of various media and constantly changing forms. Network, as a main media, hasbecome the support for people’s lives and learning as well, and the network of publicopinion, as a subsidiary product of network development, has gradually become the mainforce of influencing people’s thinking and behavior. As for this special group of collegestudents, it plays an indispensable role in the process of personality cultivation andadvanced theology drawing. Therefore, the correct and timely network public opinionguidance will powerfully directs college students’ behavior and guarantees the healthydevelopment of young students’.In this paper, the researcher takes the basic concept of network public opinion as astarting point, summarizes the characteristics and the dissemination stages of CollegeStudents’ network public opinion in detail. The current research conducted questionnairesurveys with300students from freshmen to senior in the Agricultural University of Hebei,and use empirical analysis to objectively evaluate and investigate the factors influencingstudents’ network public opinion. The results of the analysis show that: College Students’gender, the credibility of network information, the situation of the campus network publicopinion management mechanism, and the government supervision on the information havesignificant effect on the guidance of College Students’ network public opinion; otherfactors such as the anonymity of the Internet, the openness of network information, and theinstantaneity of network information, etc. have a relative slighter influence on CollegeStudents Internet public opinion guidance. Finally the paper was extended to the presentsituation and the origin of some related problems of College Students’ network publicopinion. It shows that the lack of quality of university students themselves, theimperfection of the school management mechanism, the inability of the government indealing with public opinion are the main causes leading to the poor condition of guidancefor College Students’ network public opinion. In order to better guide the contemporary college students’ network public opinion,effective measures should be taken. First of all, we should build up the morality and soundpersonality of college students, enhance the university network moral education, promotethe formation of correct "Three Outlooks"; secondly, create a good public opinionatmosphere of the campus network, make a good job in the campus’s network cultureconstruction, improve the network public opinion management mechanism, and innovatethe educational way in ideology and politics. Once again, the government and mediaindustry concerned should create a favorable platform for the exchange of information,establish an effective response mechanism to the crisis of public opinion to guide students’network public opinion and cultivate the collage students’ ability of public opinionsupervision and democratic participation consciousness; in short, only when the four forces:the individuals, school, government, and the media industry join together and form aneffective mechanism to play a whole role, can college students’ concepts and dailybehavior be guided effectively.
