The network has increasingly become the teachers and students’ acquiringinformation, exchanging ideas, expressing benefit demand and supervising significantchannel and platform. Internet users express and spread a variety of emotions,attitudes and opinions on the relationship of their own interests or their interests to thevarious public affairs through the Internet, into the "All microphone Era”.Network public opinion rages like a storm, gradually attracts the attention ofadministrators of higher education have to strengthen the campus networkinformation‘s management and make efforts to build a new platform of Ideologicaland Political Education. Make the internet become the dissemination of socialistadvanced culture forward position and provide an effective platform for publiccultural services, actively develop the mental lives of teachers and students thehealthy development of the vast space.This paper investigates the domestic and international network of public opinionguiding theory systematically, especially for the College Students, carry out a targetedanalysis research, combines the qualitative analysis and quantitative analysis, andaims at combining the network public opinion theory and ideological and politicaleducation of college students. Firstly the paper introduces the related concept andcharacteristics of network public opinion, then analyses the existing problems andreasons, finally combining with the reality, from the concept, subject, object, method,environment factors, researches on how to utilize the network public opinion, givebetter play to the guiding function of Ideological and political education of Collegestudents.The first part mainly introduces the concept and characteristics of network publicopinion which leads to the guiding function of university student ideological andpolitical education in Internet public opinion’s concept. Firstly analysiscomprehensively several kinds of representative opinion definition, and distinguishes " opinion "、" public opinion " and " public opinion " these three similar concepts.Network public opinion as the latest development of public opinion, it has thecharacteristics of richness and diversity, interactive and fast, freedom and control,occult and explicit and Irrational and polarization. With the above definition andanalysis, finally it sums up the network public opinion under the vision of ideologicaland political education of college students’ guiding function.The second part mainly analyzes the university network public opinion’s mainexisting problems and influencing factors. The concept, content, methods of attitudeform, program and initiative, the online and offline linkage, teaching facultyconstruction and other aspects have many problems. The Internet public opinion ismainly affected by the social public opinion in the network environment, theinformation undisclosed and opaque, college students’ independent consciousness andparticipation consciousness, the new development of the mass media and process arefilled with various traditional wrong ideas. The network public opinion’s guidingfunction presents overall appear lag, simple, passive, finite circumstance, but alsoinfluence by social environment and school environment.The third part mainly discusses how to build the network public opinions fromthe perspective of system construction of Ideological and political education ofCollege students. Firstly, we must establish the correct concept, and the core is basedon the text and the student-oriented idea. Secondly, it is necessary to strengthen thenetwork public opinion guide subject team construction to make the managementresponsibility. Mainly achieve through the establishment of the network publicopinion leading group and building a professional network information and networkcommentator team. Thirdly, strengthening the network public opinion guiding objectconstruction to create a complete college students personality from the aspects ofmedia literacy education, network psychological health education and dialecticalmaterialism education and improving students’ self-discipline consciousness, networkadaptability and ability to distinguish between truth and falsehood. Also, we shouldstrengthen the guiding method, way and law. We should familiar with and master thedredging education method, Inoculation method, conflicting mitigation method and infection law of education. master the language, time and the art of moderation,Follow the " agenda setting "," gatekeeper"," opinion leader "," spiral of silence "‘spropagation laws, making the public opinion guidance of both science and art. Finally,we should strengthen the construction of the environment from the social publicopinion environment, mass media, legal environment, campus network culture, peergroup environment etc to create a good educational environment.
