Proposed in June1988by Hu-Jintao, secretary of the Guizhou provincialcommittee of the CPC, the Experimental Zone of Bijie was established in BijiePrefecture of Guizhou province. Under Guidance of the theme of “development forpoverty alleviation, ecological construction and population control”, the region hasbeen devoting to exploring a developing and post-transcendent model for westernextremely impoverished region.This paper uses the theories of regional development and social development aswell as the related united front theory to discuss “Bijie model”, which was formed inBijie Experimental Zone after more than20years’ development and exploration.Taking the target of activating the intrinsic driving force to promote the “humandevelopment, intelligence development, green development and sustainabledevelopment”, the model is giving long term support to an impoverished area byintegrating all forces from the society. With features of being of one mind withconcentric counterparts and presenting multiple superiorities, the model integrateseffectively intelligence with resources, policies and projects, promoting economicdevelopment, social progress and the improvement of people’s livelihood. Based on athorough investigation and empirical studies, the paper reviews the history of thebackground which “Bijie Model” was put forward, giving a deep research on thepresent development situation from aspects of political, economic, cultural,demographic, social and ecological, summarizing the scientific developmentconnotation, the characteristics and the psychiatric outcomes of “Bijie Model”.Through the analysis of social and economic development power in BijieExperimental Zone, the paper then puts forward the basic scientific approaches tohelp develop western impoverished areas.“Bijie Model” is typical for promoting modernization transformation of economyand society in underdeveloped regions of Western China. The discussion can not onlyprovide cases from the technical level for the less developed areas of Western China,but give a new angle of view of the top-level design for solving the problem of theimbalance regional development of the eastern, central and western regions to realizethe optimal allocation of political, economic, cultural, social and natural resources,and then, to promote the harmonious development of society.
