| In the era of knowledge economy,talents have increasingly become the key to the all-round development of all countries in the world.With the continuous development of the internationalization trend of higher education,the accelerated promotion of inter-national political and economic integration and the improvement of the overall compet-itiveness of regional higher education,the cooperation of countries in higher education in the region has freed itself from the shackles of countries and ethnic groups.The sh-aring and integration of international higher education have been effectively improved,and various international higher education regional cooperation has continuously emerg-ed: the construction of the European higher education area,the construction of the C-hina-ASEAN higher education community,the creation of higher education and resear-ch spaces in Africa,and the higher education in Latin America The development of education integration,etc.At the same time,my country’s notice on “Promoting the Joint Construction of “One Belt and One Road” Educational Action”issued in 2016proposed“consolidating efforts to build a“Belt and Road”education community”and actively integrate into the development trend of international higher education regional cooperation.Promote exchanges and cooperation between my country and countries and regions along the "Belt and Road".Cooperation and development have become the irre-versible trend of higher education reform in the world today.Different countries,regions,and regional higher education systems and higher education levels in the world are ex-ploring the organizational structure,institutional mechanisms,and operating modes of higher education cooperation and development,including higher education’s degree qual-ification framework,quality evaluation standards,cross-border mobility of personnel,and lifelong learning.The goal of action is to promote the innovation of higher education degree systems in various countries,the accumulation of credits,the mutual recognition and mutual certification of academic qualifications,the promotion of personnel mobility,the sharing of resources,and the enhancement of regional influence.The paper adopts the literature research method,case research method and comparative research method to study and sort out the two typical cases of the European Higher Education Area and the China-ASEAN Higher Education Community,and strive to reveal the development experience and laws of international higher education regional cooperation.Finally,combined with China’s “One Belt One Road” initiative,it is based on the realistic foundation that China’s higher education cooperation with countries along the“One Belt and One Road ” still faces three major problems: complex cooperation environment,lack of guarantee for cooperation process and results,and lack of guarantee for cooperation process and results.The above,combined with the rich experience accumulated in international higher education regional cooperation,starting from the three levels of concept,management and practice,to point out a realistic way out for the construction of the "Belt and Road" higher education community. |
