The Impact Of The Construction Of School Enterprise Cooperation Demonstration Base On The Development Of Tourism Industry

In January to February 2018,the former National Tourism Administration released a document titled "Announcement of Selected List of Tourism Vocational Education School Enterprise Cooperation Demonstration Bases of the National Tourism Administration",which approved the construction of tourism vocational education school enterprise cooperation demonstration bases in 31 vocational colleges such as Beijing Vocational College of Finance and Trade and 19 secondary vocational colleges such as Beijing Foreign Affairs School,aiming to innovate talent cultivation models,strengthen school enterprise cooperation Improve the adaptability of tourism vocational colleges and the tourism industry,provide comprehensive talent and intellectual support services for enterprise development,jointly create a collaborative innovation platform for industry,academia,and research,and enhance the industry’s industrial service capabilities.While seeing the achievements in the construction of the tourism vocational education school enterprise cooperation demonstration base,it is also noted that there are still problems such as the mismatch between the school enterprise cooperation talent cultivation model and the development needs of the tourism industry,insufficient government investment,and policy sustainability.Through literature review,it was found that there is currently insufficient research in the academic community focusing on tourism vocational education,and there is a lack of research on the impact of the construction of school enterprise cooperation demonstration bases on the development of the tourism industry.Therefore,a scientific and reasonable evaluation system for the policy effectiveness of tourism vocational education school enterprise cooperation demonstration bases is constructed,providing a scientific basis for the further construction of school enterprise cooperation demonstration bases,and optimizing plans for the construction of a community of schools,enterprises,and governments,Promoting the improvement of its collaborative innovation system is of great significance for the construction of future tourism vocational education school enterprise cooperation demonstration bases and the implementation of relevant policies.Based on the panel data of 279 prefecture level cities(including municipalities directly under the Central Government)from 2015 to 2020,this paper empirically analyzes the impact of the construction of school enterprise cooperation demonstration bases on tourism development through the propensity score matching double difference model(PSM-DID),taking 44 vocational colleges’ school enterprise cooperation demonstration bases announced from January to February 2018 as the research object.In addition,based on the division of China’s regional structure by the National Bureau of Statistics,group regression was conducted to further analyze whether the differences in economic development levels between regions will affect the policy effectiveness of the construction of school enterprise cooperation demonstration bases.Research has found that overall,compared with prefecture level cities that have not built demonstration bases for school enterprise cooperation in tourism vocational education,prefecture level cities that have built demonstration bases for school enterprise cooperation have significantly improved their tourism development level,with an average increase of 152.35%.From the perspective of sustainability,the development of the tourism industry in prefecture level cities that established school enterprise cooperation demonstration bases in 2019 has been more significantly improved,but the development status of the tourism industry has not been significantly improved in 2020.Therefore,the long-term promotion effect of the construction of school enterprise cooperation demonstration bases on the development of the tourism industry needs to be verified.Compared with the regions with higher economic development level,the regions with lower economic development level can enjoy more obvious policy dividends.The construction of school enterprise cooperation demonstration bases shows a differential promotion effect on the development of tourism.This discovery indicates that the construction of school enterprise cooperation demonstration bases can promote the development of the tourism industry on the one hand,and on the other hand,a reasonable industrial layout and government financial support will be conducive to achieving coordinated and consistent regional tourism development.In addition,the construction of school enterprise cooperation demonstration bases has a significant promoting effect on the development of regional tourism industry,and compared to the first year,the promotion effect in the second year is more significant,and shows different promoting effects between different levels of economic development.Therefore,we should further increase the government’s role in guiding and promoting the development of tourism in various regions,increase financial support,further promote the construction of the school enterprise cooperation collaborative innovation system,establish a perfect school enterprise cooperation community,and encourage the in-depth exploration and gradual promotion of the school enterprise cooperation demonstration bases.In addition,the country should grasp the top-level design,reasonably plan the layout of demonstration bases for school enterprise cooperation,gradually tilt towards areas with relatively backward economic development levels,improve the balanced level of tourism development,and achieve regional coordination of tourism development as soon as possible.
