In2008, the Ministry of Education issued a document " Guidance of the Ministry of Education on Implementation of Performance Pay in Compulsory Education Schools ", which provided that since2009the teachers’ salaries were changed to a performance-based payment system in the national period of compulsory education. Since then, it has become all concerns whether this performance-based payment system is moving toward the target orbit. The purpose of the study is to reflect the implementation of teachers’performance pay system through empirical research and survey analysis, and then to optimize a fair, reasonable and scientific evaluation criteria and distribution program of teachers’performance pay by comparison and model construction. This study is divided into4sections:literature research, theory research, case research and comparative study of constructing programs of teachers’ performance pay system.The theoretical basis of this study is combined the theories of teachers’ performance management in education, economic management and psychology. It’s considered that the teachers’performance pay should take fairness, efficiency, and inspiring teachers as the ultimate goals. To achieve these three goals, it proposes several basic means, which are as the most basic standards of empirical research and constructing the final program.The authentic research part takes the teachers in Chongqing Y Area Junior middle schools as the object, and all teaching and administrative staff in one of these junior middle schools as the case, to investigate the implementation of teachers’ performance payment system in compulsory education stage in Y area. Through analysis of related document texts, questionnaire survey and individual interview, the following problems are found during the implementation:insufficient encouragement, vague evaluation criteria, and not so fair payment distribution.This study takes the comparison and construction of performance pay program as the main part. On the basis of the former two parts of theoretical and empirical research, it compares the teachers’performance pay program of China and that of the United States, United Kingdom, Singapore and then absorbs the good part to construct inspirable evaluation and distribution program of teachers’ pay. Meanwhile, it tries to apply hierarchy analysis model to the evaluation of teachers’performance and makes it more scientific and more rationalized.
