Compulsory education plays an important part in the development of one country and improvement of citizen quality, and teachers load the heavy burden of cultivating talents for the future as main body of compulsory education. They are the assurer of education quality and organizer of school organizational objective. Therefore, a team of high-qualified teachers are called by the society. A effective teachers’ performance evaluation helps develop the greatest potential and improve overall quality of the teachers. It also guarantees education and teaching quality and strategic development of the school. The importance of effective performance evaluation system should not be neglected. And a scientific and effective one requires the designer firstly understands its connotation, function, method, procedure and so on. Then a reasonable system is designed according to status quo of the school. Its application and feedback should be emphasized. In the first chapter, research background, significance, way of thinking and method are firstly introduced. Also domestic and overseas status are introduced. Relative theory about performance evaluation is then analyzed and the difference between performance evaluation and performance management is stated. One typical case is analyzed and it is combined both from theory and reality. The design of a new system should be noticed, including the design of evaluation plan, especially the design of procedure and index, later stage application, carrying out and so on. This paper gets first hand information about evaluation through a great many questionnaires and interviews.
