The value purpose of implementing teachers’performance pay in compulsory education school is the pursuit of the maximum education benefit. During the implementation, there is unfair distribution issue which directly influences teachers’ teaching enthusiasm, weakens the incentive effects of performance-related pay policies, and ultimately affects the educational benefits, therefore, fair distribution is the basis of smooth implementing teachers’performance pay and obtaining the maximum education benefit. How fair distribution? The study suggests that the key of fair distribution is whether the allocation principles can be agreed and accepted by teachers. Only teachers’ performance pay allocation principles respecting compulsory education law and nature, fitting teachers’ working characteristics and respecting teachers’wishes, teachers’ performance pay distribution is equality. Therefore, establishing the equitable and reasonable allocation principles is the emphasis of the study.The key to establish the equitable and reasonable allocation principles is to follow two points:on the one hand we should straighten out the relationship of equity and efficiency in value level, realize equity is the basis of teachers’ performance pay distribution, and ensure equity before we pursuit efficiency. On the other hand we should pay attention to the rules of equity, democratic consultation, the teachers’ ethics construction in the process of policy implementation, and build the reasonable and acceptable teachers’ performance pay allocation principles which based on full respect of teachers’ opinion.The thesis includes four chapters:The first chapter is the introduction part, which mainly explains the research question, the research methods, put forward the basic hypothesis of this study:to build equitably and reasonable allocation principle is the key to solve the value conflict between equity and efficiency.In the second chapter we mainly researched the historical evolution of the teachers’ salary system and the connection of performance pay to prove that the value objective of teachers’ performance pay is to pursuit the maximum education efficiency.The third chapter tried to prove that the equity is the basic value of teachers’ performance pay distribution. we analyzed the problems of teachers’ performance pay from the network and public opinion perspective, and then use empirical methods to verify those problems, and points out that these problems will undermine the education efficiency.Therefore, equity should be the basic value of teachers’ performance pay distribution.In the fourth chapter we build Teachers’ performance pay allocation principles from the understanding of value, the rules of equity, democratic consultation, and teachers’ ethics construction.
