Teaching is the most important way of passing on knowledge and cultivatingtalents, so universities must firmly grasp the fundamental footing of teachersteaching performance. Consequently, optimizing index framework of teachers’teaching performance evaluation in universities, ensuring the condition ofimplementation, using the evaluation results rationally, improving the scientificaccuracy and effectiveness of teachers’ teaching performance evaluation inuniversities become the focus of study at present.This article is based on the analysis on the study status of teachers’ teachingperformance evaluation in universities. First, this article discusses the theoreticalbases of the evaluation in the field of management, education and philosophy andexplains the educational evaluation model, theory of the fourth generation ofevaluation, principles of evaluation index design, methods of evaluation index design,establishment of weighing values of evaluation index and establishment of evaluationstandard, which are relevant to designing the evaluation index system. Then, thisarticle analyzes the status quo, problems and the causes of these problems ofteachers teaching performance evaluation in universities as well as index system.Problems is mainly manifested as lacking of a scientific and complete evaluationindex framework. Inefficient conditions of evaluation implementation and misuse ofevaluation results are also worth noticing. Finally, this article studies the optimizationand implementation of this evaluation in universities aiming at addressing the aboveproblems. The optimization of the index framework of teachers’ teaching performanceevaluation in universities mainly based on statistical analysis, with analysis byinterviewing in certain parts. First, the quantitative analysis of the times each indexappeared in those25index frameworks must be done. Following that, severalinterviews based on the outcome of the quantitative analysis will be conducted.Conditions of teachers’ teaching performance evaluation in universities consists of4elements. First, perfect system and policy is the prerequisite of evaluation. Second,sound organization is the organization guarantee of evaluation. Third, sufficientpersonnel and funds is the material insurance of evaluation. Fourth, good organizationenvironment is the external condition of evaluation. Rational use of evaluation resultsof teachers’ teaching performance in universities can be reflected in two aspects. Onthe one hand, the universities can understand the status of the teachers’ developmentand provide the corresponding training according to evaluation results, so the evaluation promotes the development of teachers. On the other hand, the universitiescan reward and punish teachers, adjust the post settings and position appointment,manage compensation according to evaluation results, so the evaluation provides thebasis for personnel decisions.
