Climate change is a great challenge facing mankind in the21st century, and isalso a severe issue of global governance. There is a regime complex instead of aintegrated, comprehensive regime governing efforts to limit the extent of climatechange. States, firms, CSOs, NGOs are all the actors in dealing with climate change.As a result, climate change has become decentralized, operating without centralcoordination. Western countries always play the leading role, while the developingcountries suffer and take more risks in the process. This study focuses on developingcountries, the author introduces two theoretical frameworks—regime complex theoryand polycentric governance theory and the most important institutes in this field,investigates the necessities and possibilities for developing countries to strengthenclimate change regimes, and analyzes the cases of UNFCCC and IPCC these tworegimes in terms of “Regulatory standard-setting”(RSS). |
