There have been16COPs(Conferences of the Parties) before the climateconference in Durban. Every state has explored persistently in the CO2emissionreduction mode around the world. They have made remarkable achievement, eventhough faced many setbacks. The CO2emission reduction mode around the world hasmade transition from the Kyoto Protocol mode to the “Post Durban Age” mode.Kyoto Protocol mode emphasizes state commitment, state reduction and themain participation of developed countries. It means to establish the upper limit ofemission reduction, the signatories of Annex I to undertake emmision reductioncommitment and the developing countries not necessirily undertake compulsiveobligation.While “Post Durban Age” mode stresses voluntary reduction, sectoralreduction and more participation of developing countries. It means not to establish theupper limit of emission reduction, strengthen the system of autonomous report andverification, to vigorously promote marketization of CO2emmision and to introducemore developing countries to participate in the emmision reduciton action.At present, there has been lack of attention to the new feature in the area ofclimate change. This thesis is going to analyze the new feature and new problems inthe “Post Durban Age”. Besides, this article will analyze the case of the EU’s levy onaviation to seize the direction of climate change and to give advice to our country.
