With the wave of globalization continues to advance, the negative impact of climate change on the sustainable development of human society increasingly emerging, The impact of climate change has been directly shown for the humans, and with a worsening trend. Climate change is not just an individual problem of one country, it is a common problem worldwide. Interdependence of the international community calls for global governance on climate change. While international community cooperated governing on climate change, a variety of international laws and management of rules and regulations for climate change have been building and strengthening. The international community has launched a long-standing negotiations base on the international law such as "the United Nations Framework Convention on Climate Change" and "Kyoto Protocol".Because of the different interests of national countries and the characteristics of public goods of climate change that make the national countries difficult to make decision. Control of climate change means that the negative impact on the national economy. Along with the rising of the main global governance bodies such as the international non-governmental organizations, climate change problem is being a complexity body that related multi-stakeholder issues. As a result, the international negotiations on regime of climate change have been a situation of multi-game dilemma. The future international climate regime needs the consider of powers and obligations of states based on fair and reasonable. The international community needs to constantly improve the climate regime to make it a significant role in the international cooperation of promoting the sustainable development of human society...
