Since the beginning of the 1980 s and the early 1990 s,the issue of climate change has emerged from the perspective of international relations and has increasingly become an important issue in the international community.Climate change has long-term nature,uncertainty and the nature of public issues.It requires the international community to work together to jointly tackle the challenges posed by climate change.Small island developing countries represented by the Pacific island countries have a small land area,a small population,low-lying terrain,relatively isolated locations,relatively backward economic and social development,weak ability to resist natural disasters,and heavy reliance on external aid.Natural disasters caused by climate change,especially sea level rise,seriously threaten their survival and development.Small island developing countries,with their carbon emissions far below the global per capita level,have become the biggest victims of climate change.Facing the great threat of climate change,the Pacific island countries take active actions to use existing regional cooperation regimes and the United Nations to promote international cooperation related to climate change,influencing the international climate negotiation process,and striving for international assistance.In turn,it further promoted regional integration and international cooperation about climate change.The Pacific island countries have gradually shaped a multi-level international cooperation mechanism based on the issue of climate change,achieving a larger climate negotiation outcome with a smaller national body.China,as a major carbon emitter in the world,has differences with the Pacific island countries on the issue of climate change,but there is still extensive common interest and space for cooperation between the two sides.The Chinese government has made crucial efforts for the conclusion of the "Paris Agreement," highlighting the charisma of a responsible power.“One Belt One Road” initiative and the concept of “human destiny community” proposed by China,also provide the necessary theoretical support and cooperation for China and Pacific island countries to deepen cooperation on climate change issues.
