Climate change, especially global warming caused by carbon dioxide emissions has attracted attention around the world, and the development of a global climate change regime has also undergone a process. This development is from "integration" climate regime, "UNFCCC" to numerous regimes which are distinguished from UNFCCC. They are "fragmentation" coexistence of a common mechanism for climate change regime complex. In this complex, UNFCCC is the primary mechanism that exists to provide a relevant global climate change principles and framework for cooperation, but due to mechanism barriers of its own, their effectiveness in addressing climate change issues has been questioned. "Kyoto Protocol ", as an important outcome of the COP, on the second phase of its negotiation also met a great setbacks. As a result, some of the major countries quit. UNFCCC climate negotiations made substantial progress in little success. On the other hand, different from the development dilemma of UNFCCC mechanism, the development of mechanisms of climate change outside the UNFCCC framework has continued to raise, such as APP, MEP/MEF, CCAC and cooperation group between China and U.S. built by U.S earlier outside the framework. Apart from above actions, IPCC which is an important institution for climate change, as well as World Bank, also began to play an increasingly important role in scientific assessments of climate change and climate financing. Countries also began to use negotiation opportunities outside the UNFCCC to discuss related ideas and cooperation on climate change issues, such as mechanism on climate change issues in the group of countries and regional organizations, including G8, G12, ASEM, APEC for consultation mechanism on climate issues.When the mechanism density of a particular area increases, there are contact and interaction problems between different types of mechanisms. This will form the interactive features of different mechanisms.This paper is based on the status of the complex mechanisms on climate change, and discuss how China’s participation in those strategic issues. Facing the complex, the author proposes two challenges, namely whether or not to adhere to the dominant position of the UNFCCC, as well as how to participate in the mechanism outside the framework of climate policy problems. The author believes that although the main mechanism of UNFCCC is facing insufficient effectiveness, China should still stick to its dominant position, because it is the model "integration" mechanism of climate change, it also plays irreplaceable role for building a global climate governance compared to the mechanism outside the framework. But if China wants to achieve its climate change interest demands, it is not enough to rely solely on UNFCCC. The problem encountered in the UNFCCC also needs to look for the solutions outside the framework of the mechanism in UNFCCC. In upholding the UNFCCC dominant position and facing of the "fragmentation" mechanisms on climate change inside the complex, this article discuss the interaction between these mechanisms and the UNFCCC mechanism in accordance to the influence by overlapped, paralleled, nested mechanism for UNFCCC, come to the policy that how China participate in climate change outside the UNFCCC mechanism and strategic analysis of China’s participation in the climate change regime and thus the formation of the complex. Author also gives the suggestions about how to adhere to dominant position UNFCCC mechanism, while developing complex balancing mechanism of climate change making Chinese cooperation on climate change to meet their own demands on the basis of interest.
