At present, with the deepening and strengthening of the medical and health system reform, the drug purchase in most of the public medical institutions in China are drug centralized purchase under the government leading. Drug centralized purchasing centers have been formed in the provinces unit almost in every province, and drug centralized bid procurement platforms on the net have also been built. All medical institutions trade through online trading platform and pharmaceutical production enterprise, which from a certain extent, regulates the behavior of the various medical drug purchase, making more unified medicine management, but because the platform involves drug varieties, dosage forms, specifications, producing area, supply unit and so on, of which the number is quite large, as many as tens of thousands, which put forward higher request on drug procurement supply and management work of medical institutions. All medical institutions are in the thinking of problems, such as how to formulate reasonable drug directory suitable for their own hospitals, and at the meantime the execution of the directory is strictly and carefully regulated, reducing the influence of artificial factors, to make the catalog enforced systematically.From the perspective of scientific and rigorous management of hospital medicine, this article deeply analyzes the present drug procurement management process and the methods in basic-level hospitals. It analyzed of the disadvantages and deficiency of the existing management. With modern scientific management methods, the ever-changing information management system, control theory commonly used on industrial process, and by strengthening the hospital information system, the existing mode of drug purchase process and methods on the management will be more scientific and rigorous.This thesis contains four parts, the first part is introduction, which mainly tells the background of the selected topic, analizes the problems and insufficiency existing in the current methods of drug procurement process. Through the analysis, the author tries to find out the general idea to solve the problem, construct the framework of the overall structure, explain the goal and significance of the theory of process control in drug purchase inventory process management. It introduces the current domestic existing drug purchase inventory management methods, at the same time introduces characteristics of the drug purchase pattern and management methods in two developed countries-Japan and the United States. It puts forward the challenges and opportunities faced by purchasing department of hospitals in the situation of the new medical health system reform. Introduced in this paper, the research content and method, is proposed using the SWOT analysis method according to the diagnosis of the old system, redesign, rebuild, and evaluation, the four steps, to improve the existing drug purchase inventory management process.The second part expounds theory bases the basic unit hospitals need in the process of drug procurement information, and respectively, describes the concept, connotation of the process control theory and control principles, methods and steps of the process control in detail. It points out that the core of the process control management thought is from the original "function" centered management way to "program" centered management style. This paper introduces the concept of PDCA cycle theory, implementation process and the characteristics of PDCA cycle. As a comprehensive process management should follow the scientific program, PDCA cycle theory meets the objective laws of practice-recognize-practice again and again to recognize. It is a process of plan, embodiment, inspection and treatment all at the same time.The third part is the main content of this article, which describes the whole process of the implementation of drug procurement warehousing process control in my hospitain. Under the principle of the tightly managed procurement storage process, in accordance with the strategic decision making, process control, problem diagnosis, design and implementation and continuous improvement stage, they are carried out step-by-step. Strategic decision making stage is around the strategic direction of the process control and purchasing work plans of warehouse management; process control stage talks about how to carry out process control, the preparation of process control management of drug purchase as well as the core process and method of realization; Problem diagnosis stage focuses on analyzing the existing problems and defects existing in the organizational structure and management, abuses in organizational structure and the working process of the link that needs to be improved; Re-design stage designs the new drug purchase inventory management again from three aspects, such as organization structure, business process and information system; the implementation again stage mainly talks about routine drug procurement, procurement of new drugs and the special drug procurement in three aspects respectively, and describes in detail the application of the informatization process control technology, surrounding drug purchase drugs warehouse management information system, data systems and tender management system in three aspects. The aspect of improving the purchasing warehousing management is about thow to strengthen the management of both shipping companies and procurement warehousing. At last, under the guidance of the PDCA cycle theory, the new drug purchase inventory management recycle and perfect again the theory.The fourth part is the conclusion and prospect. It summarizes the running result of drug purchase inventory management process control, respectively, in the personnel structure, drug purchase, storage of drugs, drug delivery and management system. All these suggest that drug procurement warehousing management after the implementation of process control has obviously been improved than before; Informatization process control has changed such phenomena in hospitals as low work efficiency and management loopholes, human factors such as larger defects, realize the automation of drug purchase inventory audit, further reduce the current labor costs and improve labor productivity. Suitable for all medical institutions to strengthen drug purchase inventory management process control requirements.This article designs, improves and carry out in zoucheng city people’s hospital of control drug purchase inventory management informationization process, introducing the theory of process control in the field of hospital drug management, combined with the difficulties encountered in the process of implementation of the hospital drug procurement in process control, to improve the level of drug administration makes a certain discourse and discussion, has strong reference and significance.
