The informationization of the grassroots level healthcare institutions representative by township hospitals has seriously fell behind the development of the medical and health undertakings and information technology, and it can not satisfy the need of medical service of the majority of the people.The main problems are as follows:township hospital lack of high-quality information technology staff, working environment can not meet the requirement of the high-performance servers setting up and running; Common management information system is difficult to adapt to the complex and ever changing patterns of medical services; the gap of informationization between urban and rural areas is huge , information difficult to integrate .These problems severely constrain the development of township hospitals in China and have become problems must be faced and solved for medical and health system reform in our country .Rapid development of modern information technology provides solutions to these problems. With the help of Cloud Computing model, computing resources can be concentrated to the municipal or provincial health authorities, where high-quality information technology staff can be easily organized to provide timely and efficient information services to township hospitals. Township hospitals can access the information system via the Internet, as a result, hardware and software facilities, technical staff requirements are greatly reduced in the township hospital. According to the idea of SOA, the function division of the information systems can be developed quickly to meet the needs of a variety of different functions, and then through the cloud computing model they can be rapidly deployed on the system for users. In this paper, based on cloud computing model we will conduct a detailed discussion on the medical and health information systems functional requirements, network design, and system planning and data storage.Cloud computing based medical and health information systems will also bring some major impacts on management mechanism. In terms of investment, township hospital pays the usage fee according the amount of information and computing resource it actually needed and used. when it is necessary ,the professional software developers can be immediately introduced to develop the new services for the system. medical and health information system based on the cloud computing greatly reduces the requirements of grassroots level healthcare institutions , most of the implementation, management and maintenance work can be operating at the municipal level or provincial-level and save a lot of human and material resources .Cloud computing is the development and extension of the concept "software as a service"; it is in line with the trend of modern information technology. It makes the cloud computing based medical and health information systems can be quickly integrated emerging communication technologies such as 3G, large-scale distributed computing. At the same time, with the huge convenient in management, it will be beneficial to the implementation of reform effectively and implementation of "scientific concept of development on the medical and healthcare mechanism.
