The Construction On The Evaluation Index System Of Community Health Informationization Level In China

Objectives：This study sets a goal to construct a set of evaluation index system of communityhealth Informationization level in China, and by using the evaluation index systemevaluating Informationization level of five community health service centers ofLuyuan district Changchun city of Jilin province, to inspect the reliability and validityof evaluation index system.Contents：First of all, according to the guidance for community health informationconstruction from policy documents and the existing evaluation index system ofhospital informatization, referring to the six-in-one function orientation, theprinciple of systematic and comprehensive, scientificity, practicability and operability,combining qualitative evaluation with quantitative evaluation, design the first draft ofthe evaluation index system on community health Informationization level. Next,using the Delphi expert consultation revising the evaluation index system, developingthe final version of the evaluation index system, and then determine the index weightby analytic hierarchy process(AHP). Finally, design the questionnaire based on theevaluation index system, investigate the selected community health service centersand collect evaluation data, to inspect the reliability and validity of evaluation indexsystem, measure its reliability.Research Methods:Construct the first draft of the evaluation index system of community healthInformationization level through literature analysis; filter and revise the index throughDelphi method; determine the index weight through analytic hierarchy process(AHP);inspect the reliability and validity of evaluation index system through statisticallyrelevant methods. Conclusion:Based on literature analysis, this paper develops a set of evaluation index systemof community health informationization level in China and determines the indexweight by using Delphi method and analytic hierarchy process (AHP). According tothe result of index weight, we can discover that the weight of attention toinformatization, information technology application, information security arehigher, it means experts consider these three parts show the key direction ofcommunity health information construction, and the construction level of these threeaffect the level of community health informatization, therefore we can make aconclusion that in the process of community health informatization, we should focuson making leading cadres of all levels pay more attention on information construction,strengthening the ability of develop information technology and expend the range ofapplication, improving information resources sharing and utilization, strengtheningthe connectivity between the health information systems, Using a variety measuresand software of virus scan, antivirus, isolation, monitor to protect information security.This paper also use statistical methods to test test-retest reliability, internalconsistency reliability of the evaluation index system, the results show a high external,internal consistency, the evaluation result is relatively stable. So, we can consider theevaluation result of this evaluation index system is credible.
