Present Situation And Strategic Research Of Linxia Equalization Of Basic Public Health Services

The project of national basic public health services is the tangible livelihood entities which government must focus on solving and vigorously promote in "twelfth five-year"period.Since 2009,although the project acquired some achievements and good experience,but there are some problems to be finded in the process of specific implementation.At the national level is mainly reflected in how to do top-level design system,in order to make basic public health services to carry out a balanced in all region,eastern and western provinces to ensure that the people enjoy the same public health services;At all levels of local government lies in how to design evaluation system in the process of performance of basic public health services project,to ensure that urban and rural regions to achieve the equalization of basic public health services.Take Linxia city as an example in this study,through the statistical analysis of the distribution of medical treatment resources in the region,the structure of professional technical personnel,the status of project implementation and residents cognition,combining theoretical and empirical researches of domestic and overseas on the equalization of basic public health services,establishing evaluation system of basic public health services,selecting some key indicators of the system to carry out the evaluation of basic public health service projects in urban and rural areas.Through evaluation index data analysis,some problems exists in the process of the equal basic public health services.For example,budget management system is imperfect,the concept of equalization is inadequate and operation mechanism is not sound.Finally,based on the existing problems,the countermeasures and suggestions are put forward from the aspects of resources investment,improvement mechanism and strengthening propaganda,thus effectively promoting equalization of basic public health services in Linxia city.
