A Research On The Equalization Of Basic Public Services In Huizhou City Of Guangdong Province

In December 2009, the Guangdong Provincial Government prior issued the "Guangdong Provincial Planning Outline for Equalization of Basic Public Services(2009-2020)". In July 2012, the State Council issued the "National 12 th Five-Year Plan for Equalization System of Basic Public Services", which uniformly specified the national minimum security standards of basic public services. In April 2012, the Guangdong Provincial Government selected Huizhou City as the first pilot city of Guangdong Province to further promote comprehensive reform on the equalization of basic public services. Under the policy background of the government actively promoting the equalization of basic public services, this paper selects pilot city, namely Huizhou, as a research object, and combines with the security standards of the above plan to specifically analyze the implementation of equalization of basic public services in Huizhou since the pilot. And what are the problems in the process of implementation to need further improvement? It has reference significance to further promote the reform of equalization.Firstly, this paper selects three basic public services of the foundational education, social security and health care. Through a detailed introduction of governmental policies and security standards, use statistical analysis method and coefficient of variation method to calculate and compare the index data of each county(district) of Huizhou City from 2008 to 2014. Overall, in the process of implementation, the government of Huizhou innovatively established a series of policies and measures, and has made great achievements. But the degree of equalization is still in the stage of providing the lowest basic public services. Secondly, through the analysis of financial capacity of basic public services, the study found that local governmental fiscal investment in basic public services is increasing quickly in recent years. Based on the analysis of the causes of non equalization in Huizhou, the biggest problem of the equalization of basic public services at present is the limitation and the inequality of fiscal revenue. Equalization of fiscal revenue has become an important way to promote the equalization of basic public services. Finally, combined with the transfer payment system of Germany and the experience of the equalization of basic public services in Berlin, the paper puts forward countermeasures and suggestions from two aspects of fiscal revenue and system. Through the balanced regional development and the improvement of transfer payment system, narrow the gap between regional financial revenue. While the construction of legal systems and innovation of relevant supporting systems is conducive to perfect the basic public services system.
