Health is the most basic rights of the development of human society. Along with China’s rapid economic development, residents are increasingly high requirements on the quality of health. However, although the state medical and health services to obtain certain results, health services in China is not balanced, because of China’s large population, the dual economic system, unbalanced regional economic development and other factors. Therefore, starting in2006, the state formally proposed to "improve the public finance system, and gradually achieve the equalization of basic public services". The equalization of basic health services as the equalization of basic public services on the one hand the content, and the process of its construction of the index system has been a focus in the study of theoretical and practical circles. At the same time, scholars expect to access to relevant policy recommendations of health services through research.During the discussion of basic health services equalization index system, the scholars are generally established the equalization index system of basic health services through expert investigation method. And it only has qualitative analysis, no qualitative analysis. Based on the equalization index system of basic health services building by predecessors, the author use indicators data complete quantitative analysis, and then test of the degree of equalization of basic health services from the analysis of specific indicators data, put forward the reason of basic health services equalization arising problems.In this paper, the author analyses the tertiary indicators required by the index system of equal basic health services, and through public statistics of China’s28regions in2007-2010released by the Ministry of Health, determine the index weight matrix by entropy method. Then using Matlab software programming, the author determines secondary indicators by the use of weighted linear method, and obtains the final level indicators----equalization of basic health services index. The author describes and analysis the degree of equalization by the secondary indicators and level indicators, and thus dig its policy implications. The study found that, from the national point of view, China’s health financing is provided by the government revenue. The cost of health services provided by the Government more, more fair health financing. The number of beds in our country’s public health agency is more abundant with respect to the number of public health technicians and number of public health agencies. But health service providers as the best embody the basic health services equalization index could not determine the three indicators conclusions. due to the lack of data. However, the5-year-old child mortality as a index of health outcome indicators which represent the maximum weight, and thus become the most problems to be solved. Judging from the regions, in mostly the eastern coastal provinces in the rapid economic development, its equalization of basic health services index is far more than the central and western regions. This has resulted in basic health services in the inter-regional inequality. However, from a national perspective, the22provinces and cities of basic health services levels were relatively low, resulting in basic health services equalization index smaller. The resulting level of equalization of basic health services is relatively balanced results.
