Basic medical services are an important part of basic public services.Although the Chinese government has gradually increased its investment in medical resources in recent years,unequal medical services in China still exist.Therefore,it is of great significance to study the equalization of basic medical services in various provinces and cities.Basic medical services refer to safe,effective,convenient and cheap medical services provided by the government as the main supplier to all residents through the medical security system in order to meet the most basic medical service needs of the people.The equalization of basic medical services does not mean that everyone must get the same basic medical services without any difference,but that the gap is controlled within the range that society can bear.In this paper,the basic medical service equalization index is constructed through four dimensions of medical financing level,medical service accessibility,residents' health level,and medical resource level.Based on the indicators of 31 provinces and cities in the 10 years from 2008 to 2017,the entropy method is adopted.The statistical software Stata and Eviews were used to determine the weights of the three levels of indicators,and the equalization index of basic medical services was measured.The results show that there is a serious inequality in basic medical services between provinces and cities and between eastern,central,and western regions.The analysis of factors affecting the equalization of basic medical services shows that the four indicators of health expenditure as a proportion of fiscal expenditure,net inflow of population,rural population,and rural residents' health care expenditure as a proportion of consumer expenditure have an impact on the level of equalization.The proportion of health expenditure in fiscal expenditure has a positive effect on the equalization of basic medical services;the net inflow of population has a negative effect on the index of equalization of basic medical services;the proportion of rural population has a negative effect on the equalization of basic medical services;rural residents The proportion of health care expenditures in consumer spending has a negative impact on the equalization of basic medical services.Based on the above conclusions,this paper makes the following suggestions:(1)rationally allocate medical resources to reduce the equalization gap between provinces,cities,and regions;(2)make good use of non-tax income such as transfer payments,and use health care funds efficiently;(3)improve the social management system,Reduce the impact of population migration on the level of equalization of basic medical services in the region;(4)accelerate the process of urbanization and improve the problem of unequal basic medical services between urban and rural areas;(5)increase the income level of rural people and reduce the burden of living caused by necessary medical expenditures.
