Research On The Evaluation And Improvement Strategies Of Equalization Of Basic Medical And Health Services At The County Level In Guizhou Provinc

Basic medical and health services are closely related to the health of all residents,and the equalization of basic medical and health services has always been a hot topic of concern to governments at all levels.The county is in an important position in the national development strategic planning,and the county government bears the important responsibility of providing basic medical and health services to the broad masses of the people.Guizhou Province is located in the southwest of China.Influenced by the level of economic development and geographical location,the basic medical and health services are at a relatively backward level in the whole country,and the development of basic medical and health services varies from county to county,which has a negative impact on social fairness and justice and is not conducive to the sustained and healthy development of social economy.Evaluating the status quo of equalization of county-level basic medical and health services in Guizhou Province,and putting forward suggestions for realizing the equalization of county-level basic medical and health services in Guizhou Province are helpful to deepen the research on equalization of county-level basic medical and health services,and have important practical significance for promoting the coordinated and healthy development of social economy and realizing the coordinated development among regions.This paper analyzes the present situation of county-level basic medical and health resources in Guizhou Province by descriptive statistical method,and based on the existing research,selects 12 indicators from the dimensions of service accessibility,service utilization and health management level of medical and health resources,and constructs an evaluation index system for equalization of county-level basic medical and health services in Guizhou Province.Using theil index method,this paper analyzes the changing trend of the equalization level of county-level basic medical and health services in Guizhou Province from 2017 to 2021 and the equalization differences within and between regions.Then the entropy weight TOPSIS method is used to measure the level of basic medical and health services at the county level,and the equalization results are sorted and analyzed.The main conclusions of this paper are as follows: the basic medical and health services at the county level in Guizhou Province have improved significantly,and the gap between regions exists objectively.The gap in service level has narrowed and the level of equalization has improved as a whole.Intra-regional differences are the main source of overall differences.The development trend of equalization level is heterogeneous.Finally,combined with the actual development situation,this paper puts forward some countermeasures and suggestions to improve the equalization level of county-level basic medical and health services in Guizhou Province from the aspects of strengthening the leading position of the government,improving the public finance system,promoting coordinated economic development,strengthening the weaknesses of health services and raising the awareness of public participation.
