Study On Present Situation And Improvement Countermeasures Of Pre-hospital Emergency Treatment In Haidian District Beijing

Pre-Hospital Emergency refers to the sick and wounded to be save, guardianship, transportation to the hospital, from the scene to a hospital in place., is an important part of the medical and health services and social security system. Haidian District located in northwest of Beijing, a permanent population of3.402million, area of430.77square kilometers. Haidian District is13%of the city’s120network emergency call volumes,22%of the urban emergency calls, and50%of area emergency call.In this paper, on the basis of Public Economics and Public Policy theory, we analysis the form and development of Pre-Hospital Emergency Medical Rescue Center,also the status of the operation mechanism, in Haidian District, Beijing. We discover mayor problems are heavily and increased year by year of pre-hospital emergency calls, higher rate on no car for Emergency calls, first aid response time and first aid radius index in lower level, lack of miami trauma, sudden event medical rescue work mechanism not enough perfect and the professional ability level low, large activities medical rescue protection work mechanism and run mode not perfect, the gap between hospital First Aid management and professional treatment ability and social demand and expected, focus on lack of Hospital First Aid stretcher, deficiency join of pre-hospital emergency treatment and inner hospital treatment, the poor basis construction of area medical rescue center and first aid site and unsound mode run mechanism of community hospital first aid. The suggestions are rational distribution of pre-hospital emergency care resources, the promotion of equalization of basic public health services, effective use of pre-hospital emergency care resources, improve the efficiency of pre-hospital emergency care, the establishment of seamless link of pre-hospital emergency treatment and inner hospital treatment.
