The Present Problems And Countermeasures For The Socialization Of Hospital Logistic Service

As the renovation of medical institute is deepened, the market competition faced by China after joining in the WTO has been more furious. As a result, the socialization of hospital logistics service would become an inexorable trend in the development of present hospital. The aim of the socialization of hospital logistics service is to realize the high quality insurance of logistics service gradually and high effective economic accounting. Morn importance should be attached to how to optimize the service to provide excellent quality logistics service.To discuss how to promote and optimize the renovation of hospital logistics service socialization further, first of all, this paper reviewed literature comprehensively to clarify its concept, mechanism and operation model. By reviewing the related literature, the results and experiences in the practices and the characteristics of the socialization of logistics were founded. The literatures show the socialization of hospital logistics is late and lurches on the road limited by the country mechanism and low economy level. Although referring to some behaviors and models of the socialization in other countries, as a whole, the socialization of hospital logistics in China is in a stage of exploration. Compared with the depths and levels of socialization in other countries, the gap still exists.The author proposed the socialization of hospital logistics should become the demand of hospital's long-term development, the necessity of socialist market economy development and the important maker sign of hospital's modernization level day by day. To become modernized units that would be able to compete in the marketplace, hospitals should have top-ranking logistics managements and services to provide insurance and excellent quality service for medical work.As a result, this paper took the Taching oil field general hospital as target sample, collected the related statistic data of financial department, censorial department and the financial office in logistics company by use of questionnaire, general investigation, reading literatures, field survey and interviewing specialists. Questionnaires were sent out to the patients and medical staff in the general hospital, the data were input into computers to establish database and SPSS 12.0 statistic software was employed to analyze the data. The main statistic method was descriptive statistics for classified variable. In the meanwhile, some other data were summarized, concluded and analyzed directly. The results showed the general degrees of satisfaction for the hospital logistics service were high and all of them were more than 90%, reflecting that the level of hospital logistics service meets the demand of clinical work basically. The degrees of satisfaction for the hospital's environments were highest and all of them were more than 96%. The degrees of satisfaction for catering service were lower and the lowest was 72.19%. Basically the patients and medical staff were satisfied with the service of security men and office cleaners and the most degrees were more than 80%. The degrees of satisfaction for free accompanied examination service provided by the hospital were high and all of them were more than 96%, reflecting the correctness and validity of such service were approved by the patients and medical staff.Although the results showed the hospital logistics had been promoted as the health protection in China and the medical operation mechanism had been advanced during the renovation, the amount of accumulated shortages-- for example concepts and recognition should be promoted, the relation of logistics company and hospital should be clarified, the overall inner quality of the staff was still low--was large and can't provide perfect service for the clinical work.The author proposed the deep-seated reasons as followings: firstly, in the long-term planned economic system, the logistic companies lack the market concepts and financing thoughts so much so that the quality and efficiency of logistics service are low. Secondly, hospital takes logistics institute as its functional department and intervenes the logistics institute using an administrative method. Thirdly, the logistics units that have corporate capacities are not able to promote this management and join in the market rival according to the demand for the modern enterprise. Fourthly, logistic company has a large diversity with modern enterprise management in operation mechanism and the efforts of market to allocating logistic resources are limited. Finally, the structure of property right has not been arranged and the property of logistic company has not been stripped from that of hospital. No division and separation of property have been taken between investors and managers and the problem of indistinct property.Concerning the above problem, some advices were proposed in this paper. Firstly, recognition to the socialization of logistics service should be deepened. The renovation should meet the long-term aim of the hospital, keep taking the human right as center, keep taking education as center, treat the relation of renovation, development and stabilization correctly by use of powerful ideological work and inspire the logistic staff joining in renovation. Secondly, effective managing mechanism should be established. The right of each department should be clarified and the management structure should be rectified. The allocation mechanism should be promoted to reward the diligence and punish the idleness. Supervision and management should be divided and the portion that has been socialized should be supervised seriously. The service thought should be reinforced and scientific management should be employed to promote service quality and the inner quality of logistic staff. Finally, the concept of cost should be established and economic accounting should be reinforced. Thrift should be proposed and prodigality should be opposed. The system of public bidding for project in the construction object and acquisition of materials should be promoted and the cost should be decreased. Project budget should be taken correctly and be according to seriously. The audit work should be reinforced in the process of project.From the above mentioned, the conclusions as followings were reached. The logistic work is the foundation of the whole medical work of hospital and important support and safeguard system for the operation of hospital. It relates the smooth operation and healthy sustaining development of treatment, education and research in hospital. It relates the inspiration and stabilization for enthusiasm of the staff. It relates overall situation of the hospital and is an important section of hospital management. Furthermore, the level of modernized management of logistic service has been an important mark of the level of hospital modernization.The socialization of hospital logistic service is a systematic job and should be operated prudently according to the practices. Lessons should be drown from experiences. It should be clarified that the aim of the socialization of logistics should not only be to decrease costs but also be to create value and increase income and decrease expenditure. The present situation of hospital should be recognized. By studying and weighing the situation, we should propel the healthy development in a minimum cost to meet the demands of the medical staff and patients in a maximum level, explore the management model which is more fit for the socialization of hospital logistics and provide powerful evidences for the continuous innovation of the management model of hospital logistics.
