Research On The Present Situation And Promotion Countermeasures Of Xuancheng Public Health Emergency Response Capacity

Purpose: The frequent occurrence of public health incidents and the seriousness of their harm make it more and more important to deal with them.Public health emergency is an active means to prevent and reduce the occurrence of public health emergencies and control them as early as possible.This paper analyzes the present situation of Xuancheng’s public health emergency response capacity,finds out the weak links and puts forward targeted measures to provide reference basis for policy adjustment and scientific decision-making,so as to improve Xuancheng’s emergency response capacity to public health emergencies.Methods: Literature research,expert consultation and on-the-spot investigation are adopted to analyze the research status at home and abroad,formulate investigation tools,and understand the public health emergency responsibilities undertaken by relevant institutions and their own difficulties and needs.This paper analyzes the present situation of Xuancheng’s public health emergency response capability from the aspects of CDC,medical institutions and medical staff,and further analyzes the strengths,weaknesses,opportunities and threats of Xuancheng’s public health emergency response capability by SWOT analysis method.Based on the above contents and the field interview results,this paper puts forward some countermeasures to improve Xuancheng’s public health emergency response capability.Results:（1）General situation of CDC’s emergency capacity: the construction of emergency management departments is insufficient,and there is a lack of professionals engaged in emergency management;The standardization construction level of CDC still needs to be improved,and the laboratory hardware conditions and testing ability can’t meet the needs of actual disposal;The allocation of human resources does not meet the needs of business development,lacking high-quality professionals;Emergency funds are insufficient,and material support such as health emergency equipment is lagging behind.（2）General situation of emergency response capacity of medical institutions: the ability of prevention and treatment of infectious diseases is insufficient,there is a lack of infectious disease specialist hospitals,and the construction level of infectious disease hospital area in general hospitals is not high;When the epidemic occurs,the number of infectious disease beds that can be opened in hospitals is small,and the ability to cope with the impact is weak.Grass-roots medical institutions lack public health doctors,and the standardization of fever clinic setting needs to be strengthened,failing to give full play to the role of grass-roots prevention and control network.（3）General situation of medical staff’s emergency response ability: the overall emergency response ability and attitude level are high,but there are some problems such as insufficient ability to master health emergency knowledge,low level of individual reaction and psychological evaluation.Conclusion: Xuancheng municipal government strongly supports the health emergency work,and the public health emergency system is constantly improving.However,it needs to be further strengthened in the aspects of emergency management system and mechanism,the construction of disease control talent team,the ability to treat infectious diseases,and the prevention and control of grass-roots medical institutions.In the future,we should continue to increase financial input,starting with strengthening the modernization of disease control system,improving the emergency medical treatment ability of medical institutions and enhancing the comprehensive health emergency ability of medical staff,and seize the opportunity of national disease control system reform and health emergency integration in the Yangtze River Delta to continuously improve the overall public health emergency ability of the city.
