Research On Administrative System Reform Of Shenyang Public Hospitals

Shenyang public hospitals as the main body of the medical service agencies take theresponsibility of the public health service．With the continuous development of socialismreform，some problems were gradually revealed．‘Proper health care is difficult to get’and "Proper health care is expensive" becomes a serious social problem．In order toresolve the problem，we have to find and solve the problems in administrative system ofour public hospitals so as to ensure the healthy development of our medical care system．In this paper，the researches were based on the results and experiences of the publichospital reform at home and aboard． The theory of this paper is based on Rawl’s "justiceas fairness" and the new public administration．The paper put a proposal that the basicvalue to reform the public hospital should be bring out fair，charity and accessibility．Inthis condition，we propose the following solutions．We use the methods which seperatethe functions of the government from other parts of government organizations and fromthe hospital administration．We should also separate the functions of drug sales from thehospital．We must reform the administrative system of our public hospitals，theoperation mechanism and supervisory mechanism in order to transform the fuctions ofour government．The paper also propose a creative idea which establishes the DispensingAuthority and Doctor-patient information system．Through this system，DispensingAuthority pharmacists can give the patients prescriptions anoymously．That can preventdoctors use their powers to obtain their own benifits．The doctor-patient informationsystem also plays an important role on hospital information management，diagnosesinformation management and financial information management．It is an effectivesolution to resolve the problem of expensive medical treatment．...
