Research On The Current Situation And Problems Of Huai'an Public Hospital Reform Under The Background Of New Medical Reform

Health is the eternal pursuit of human beings.Hospitals are medical institutions that treat diseases and provide nursing services.To promote the reform of public hospitals is a major livelihood issue related to peopl's health,and a major measure to solve the most immediate and realistic interests of the people.In 2009,China's new medical reform kicked off.The reform of public hospitals is the “big head” and the top priority in the new medical reform,which is directly related to the success and failure of the new medical reform.After exploring the reform path of 17 national pilot cities and more than 30 provincial pilot cities,it is urgent for public hospitals to establish a new operation mechanism goal of “strengthening public welfare,mobilizing enthusiasm and ensuring sustainability”,to play a greater role in solving the difficulty and high cost of medical treatment for the masses,and to play a positive role in reflecting non-profit,welfare and service.The reform of the system and mechanism has been gradually addressed.In this paper,Huai'an City,the third batch of national pilot cities of public hospital reform,is taken as the research object.Based on the comprehensive elaboration of the relevant concepts of public hospitals,this paper first investigates the current situation of the reform of public hospitals in Huai'an City Based on the questionnaire survey.The location of the survey is urban public hospitals,public hospitals at the junction of urban and rural areas and public hospitals in counties and districts to avoid the regional differences.This paper analyzes the data deviation,expounds the promotion measures of Huai'an public hospital reform,and explores the existing problems and reasons.The main problems are: the total amount of high-quality medical resources is relatively insufficient,the system security is not sufficient,the medical price administrator needs to be strengthened and the level of health information needs to be improved.Through in-depth analysis,we can find that the main reasons are: the government's role positioning is not correct Indeed,the reform objectives and tasks are not clear,the development direction of medical insurance is not clear,and the order of drug circulation is not standardized.Secondly,take the UK,Singapore,Russia and other countries as examples,and compare with Shanghai Shenkang,Shandong Weifang,Shaanxi Shenmu and other countries,summarize the experience and practice of public hospital reform at home and abroad,so as to provide reference for Huai'an public hospital reform.Finally,in view of theexisting problems,combined with the experience of the reform of public hospitals at home and abroad,the paper puts forward the solutions from the aspects of strengthening the supply of high-quality resources,improving the supporting management mechanism,promoting the“three medical linkage”,accelerating the construction of information platform and so on.
