In recent years, problems of public hospital system become ever increasingly prominent, especially, as was represented by “doctor feed on prescription”. How to construct a stable and effective hospital management system thus becomes an urgent social responsibility. Up to 2012, Gross National Health Expenditure( GNHE)amounts to 2434.59 billion yuan, among of them, drug costs account for 45.9%,physical examination costs account for 22.8%, personal health expenditure accounts for34.8% of the total health expenditure. About 59.6% of the drugs price consumes in public relations and logistical domains. Presently, running off and waste of medical insurance fund is no less than 50% of the total funds. “Difficulty of getting medical serve and expensive to see a doctor are still being here as a problem of people’s well-being.The establishment of substantial medical system related not only to stability and prosperity of the country but also to the well-being of the people. Through the development of decades of years, our country’s constitution of public hospital system has also obtained some striking progress. As yet, with the advances in diagnosis level and treatment methods, as well as wishes to become more robust among ordinary people are ever increasing,Present institution of public hospital has to face more and more social problems to solve, of course, the latter derives from the development of economy. Total top see. they can’t satisfy the people’s increasingly demanding as ever before.In this dissertation, the author analyzes the interest chain of “doctor feed on prescription”, relies on data from statistical bulletin on the development of health undertaking to get the concrete numbers of medical expense, health care costs, drugs price and medical insurance fund’s present consumption situation. According to these figures, the author deeply probes into existed problems in public hospital, and points out the corruptions rooted in supply, distribution, and sale, and explore the market reasons of high drug price. Based on all above these studies, the author reaches the conclusion that the necessity of public hospital system reform. In light of these analyses, the author depends on the reform measurement of TEDA International Cardinal Disease Hospital,further to analyze creative its aspects in income distribution system, supervise and settlement of medical insurance fund, financial operation and daily management, etc.Lastly, the author concludes achievement obtained by reform of TEDA International Cardinal Disease Hospital.In the end, the author points out that core task of public hospital reform lies in severing interest chain in pharmaceutical distribution, at the same time, implementingdrug zero difference policy, canceling physician registration system, establishing quality management methods through following the trail of clinical pathway, and increasing investment in financial control system and information construction. In the dissertation,the author points out that all of these measurement aim at pulling back the public benefit nature of public hospital, and help to accelerating the pace of deeply proceeding of medical insurance reform through putting forward practical and theory suggestion in this process.Of course, problems of public hospital reform must be settled by the successful conversion into modern medical insurance. People can’t taste the fruits of reform and system transformation, together with the dream of “healthy China” will not come true without advanced public hospital management system. The ultimate goal of this dissertation is to provide consultative opinions and proposition for the public hospital,which has already wading in the deep water of reform and getting into the incandescent phrase of transformation.
