In order to meet its demand of objective obtaining and controlling, the government must become the dominator of the whole industry of health. It holds the open, supervision and administration rights under its wings, which leads to its role both as referee and athlete.The implementing of this system causes the inflation of organizations and inefficiency of human resources. The departments of government miss the must part of their job and grasp the useless part. The medical institutes should work according to their own wishes, but, now, they do not have the rights. Thus the local benefits of hospitals own have nothing to do with their working performances. Responsibility and rights cannot meet each other.
