China establishes the character of health administration as welfare affairs before 1990s and as some part of welfare affairs in 1990s. A government is the main body of national health welfare. In order to meet its demand of objective obtaining and controlling, the government must become the dominator of the whole industry of health. It holds the open, supervision and administration rights under its wings, which leads to its role both as referee and athlete.The implementing of this system causes the inflation of organizations and inefficiency of human resources. The departments of government miss the must part of their job and grasp the useless part. The medical institutes should work according to their own wishes, but, now, they do not have the rights. Thus the local benefits of hospitals own have nothing to do with their working performances. Responsibility and rights cannot meet each other. The directors of hospitals have no space for their talents, which causes low passion for work.The Guide to Pharmacy and Health System Reform in Cities and Towns which compiled by System Reform Office of State Department in 2000 is accompanied by a series of files. All types of public hospital system reforms have been carrying out because of the enormous drive power from outside. Currently the system reform of public hospitals still remains locally. The number of related hospitals is low. Most parts of China are exploring their own ways for reform.Referring to the existed problems, this essay intends to set its basis on the theories of public goods, governance and local governance as well as trusteeship. The research methods of demonstration and regulation analysis combine practice with theories. The present public hospital reform's principles and practice example, especially the trusteeship system reform in Wuxi, is analyzed. It discusses the trend of local public hospital reform in the perspective of governance. Facing several questions in the recent reform, it brings forward the approach path, principle and technology of local public hospital system reform.The topic is The Study of Local Hospital System Reform in China from the Perspective of Governance, which we can see the main research problem of this essay is how to carry out local public hospital reform practice. Additionally, the individual case of Wuxi states the how to carry out reform in the methods both of trusteeship as well as administration departing from opening. It focus on the data and first-handed material collection so that we can have a more clean understanding on the research objective. The research methods are deductive methods as well as demonstration philosophy.The discussion on the governance body responsibility, governance objective difficulties and governance methods concludes that we should set up a mode of multi-center governance to the local public hospitals. As the specialty of local public hospital, neither part can play a solo role in the governance. Therefore we require a system play of all the governance main bodies to set up a harmonious health welfare environment.
