Deepening the reform of medical and health care system is the strategic choiceto push the development of medical and health care, is people’s urgent desire. Thepublic hospitals are the important composition of public service system in my countryand the major carrier to realize health care target. The State Council on “thesuggestion of pubic hospital reform pilot” point out “keep public nature of publichospital, and protect people’s health first”. Deeply describe this pubic hospitalreform’s target and significance.The public hospital’s performance management reform is the basic of publichospital reform, which is also the important contents and one of difficulties. Currently,most public hospitals’ internal assessments of performance appraisal are also base oneconomic indicators and efficiency guide, which have not established the guide ofpublic welfare mainly of internal performance appraisal assessment mechanism. Thepublic hospital has to face many difficulties and puzzles because of lack of scientificand effective hospital performance appraisal assessment mechanism. To some extent,which affect the reform process and back to the public nature of medical and healthcare.This research starts from the realization of public hospital nonprofit and thecontradiction of public welfare and economic benefit in public hospital internalperformance assessment. By analyzing the theory basis of public hospitalperformance appraisal and the realization of performance appraisal at home andabroad, and basing on Shenzhen XXX public hospital’s internal performanceappraisal mechanism of nonprofit guide to research, put forward the establishment ofpublic hospital’s internal performance appraisal mechanism idea, including systemdesign, frame establishment, dimension evaluation, indicators choice, assessmentmethods, and so on, which in order to imitate and push the establishment andimprovement of internal performance appraisal mechanism of nonprofit guide duringpublic hospital reform.
