Nowadays, with the increasing investment in infrastructure by the country, expresswayconstruction has entered a stage of development by leaps and bounds and has graduallybecome a necessary and materal foundation to ensure the sustained growth of economy.However, the rapid development of economic construction put forward a higher and higherrequirement for the suitable expressway management. How to comprehensively use advancedscience and technology such as computer networks, sensors, automatic control, database,multimedia, networking (RFID) to establish a sound monitoring system has become animportant topic in the field of operations management of expressways. The on-site dataincluding traffic information, accidents situation, road conditions, vehicle speed, which areextracted and real-time transmitted by an integrated monitoring system and other technicalmeans, facilitate highway managers to make emergency command and decision, and can alsobe used as evidence of illegal vehicles activities by the expressway owners.The author of this paper has taken part in the building of integrated monitoring system ofexpressways. With the experience, The author tries to tackle the problem in the directionsincluding the video transmission method, and functional partitioning, through the integrationof general video surveillance systems, high-definition bayonet video systems, platerecognition systems and mobile video inspection systems and the organically integration ofseveral collection terminal systems, to establish a overall surveillance of driving vehicles onthe road and emergencies, and to collect comprehensive statistical data of road. Besides, theanalysis and statistics of integrated system generate the correct routing of the vehicles thatevade to pay the toll, serve as a complete chain of evidence such as HD pictures and videomoving video, which effectively combat and punish illegal activities evasion. Through thecomprehensive and organic use of the integrated video surveillance system, the highwayoperations management and service level will be improved service levels, the stabletransmission in real time operational management and security management needs of contentwill be guaranteed.This paper focuses on integrated monitoring system construction base on high-definitionbayonet, and analyses structure of expressway integrated monitoring system in-depth. Thispaper first makes some brief introduction of the basic principles and key technology on whichthe system construction is built such as3G communication theory, H.264video compressioncoding standard, freedom plate recognition and traffic flow detection, path identificationsystem, then elaborate design of the system, the physical and logical structure, system construction and implementation of the construction.
