With a rapid development of the domestic economy, citizens’material life is getting improved along with this economic bloom. In our country, the popularizing rate of vehicles is increasing with this trend. The number of vehicles in urban area is experiencing an exponential increment and this leads to more traffic issues and vehicle-related criminals. Therefore, traffic management and social security are becoming more and more pressing challenges to the modern city management administrations.The installation of high-definition traffic bayonets at major entrances, important areas and heavy traffic crossroads is one of the common approaches to the previous two problems. The current bayonet systems mostly apply coil triggering mechanism, video triggering mechanism or a combination of them both. Unfortunately, all of them require to set up additional devices. For instance, front-end intelligent analysis HD industrial cameras, vehicles detection, LED compensation lights, high frequency flash lights, etc. Apart from that, when using the coil triggering mechanism the roads need to be destroyed in order to ground the coils. This process not only increases the investment of human labor and financial funds, but also wastes the existing camera functions.The virtual bayonet system designed in this dissertation fully considers the demands of city management and the concepts of HD bayonet system structures. This system investigates into the matter of using existing road cameras to realize real-time vehicle’s information extraction and analysis. By combining multi-frame difference, image edge analysis, and mode recognition technology together, the design integrates intelligent video analysis, image processing, and vehicles’information collection together in order to create an intelligent surveillance platform. This platform can capture detailed information of a vehicle including license number, license color, vehicle color, and vehicle logo. These records are to be uploaded onto the virtual bayonet platform. So that the system can run real-time violation analysis, targeted vehicles analysis, black/white list comparison, fake license plates analysis, etc. The suspicious vehicles would be warned and fined. The design and application of the virtual bayonet system can efficiently eliminate the disadvantage of current HD bayonet system, i.e. huge construction costs, complicated engineering, incompatibility to current resources, etc.
