With the aging of the population and the long-term influence of the urban-rural dual pattern,the contradiction between the supply of old-age facilities in rural areas and the needs of the elderly in China is outstanding.In the aspect of old-age security,normative guidance,etc.,it is still accustomed to use the city as the default context,which makes the development of old-age facilities in rural areas lack.Limited by the geographical environment and economic factors,the level of rural development and construction in Qin and Han New Towns is relatively lagging behind,and the old-age service system is generally imperfect.Facing the diversified demand for old-age resources of rural elderly groups,rational and effective provision of old-age resources and service supply is a major challenge for the elderly at this stage.Therefore,it is of great theoretical and practical significance to explore the planning of rural old-age facilities in Qin and Han New Towns.This paper firstly reviews the domestic and foreign research related to the existing old-age facilities,analyzes the domestic and rural practice cases,and lays a theoretical and practical foundation for the subsequent research.Secondly,questionnaires,interviews and other methods are used to investigate and analyze the current situation of the elderly in rural areas of Qin and Han New Towns,and to explore the current characteristics of the supply of old-age facilities.Taking "supply-demand" as the main line,the analytic hierarchy process is used to conduct an in-depth investigation of the needs of the elderly,including the elderly's wil ingness to choose the old-age care,the demand for the aged care service and the old-age facilities.Further summarize the main problems and reasons existing in the rural old-age facilities in Qin and Han New Towns.Secondly,based on the conclusions of the survey and analysis,it explores the oldage model suitable for rural areas and introduces the concept of “supporting the elderly in the local area”.Starting from the support system for rural elderly care facilities,the planning content and objectives of rural old-age facilities are clarified,and the planning strategies for rural old-age facilities in Qinhan New Town are proposed in a targeted manner.According to the way of “ageing model—recipient construction of old-age facilities—the layout of old-age facilities”,the planning method system of rural old-age facilities in Qinhan New Town including the classification of facilities suitability,configuration indicators,spatial layout and management operations was constructed.Finally,Based on the status quo,the elderly population in rural areas of Qin and Han New Towns is predicted.According to the layout method of rural old-age facilities,the spatial layout plan of rural old-age facilities in Qinhan New Town is proposed,and the facility operation guarantee strategy is determined.In the planning and construction of rural old-age facilities,through comprehensive understanding of the rural environment,closely combine the unique needs of rural elderly,and pay attention to its applicability and rationality in rural areas.This paper makes full use of the advantages and opportunities of the village to help solve the problem of rural old-age care.It proposes a system of planning for the aged care facilities with rural characteristics of Qin and Han New Towns.Based on the demand forecast,the model of location alocation(LA model)is introduced to build rural pension.Based on the layout method and construction mode of the facility,the layout plan for the aged care facilities suitable for the rural areas of Qin and Han New Towns was promoted,which promoted the long-term development of rural old-age facilities and realized the elderly care for the elderly in the rural areas.
