Metropolitan Master-planning Under The Circumstance Of Aging Of Population

Nowadays，population aging is a significant issue and development backgroundall over the world, China has been in the aging society since2000and will beexperiencing a rapid growth from2015,which brings huge effect on China s politics、economy、culture and ecological environment. Although currently china has roughlyformed pension service system joined by family, community and institution, the landissue brought by the urban planning failing reaction to the aging population becomesthe bottleneck problem in the construction and progress of pension service system.The essay analyses the urban planning failing reaction to the aging population,proposes on building a complete urban planning system coping with aging populationand discusses the necessity and feasibility on the master plan level of response theaging population all of which are based on the three layers--planning technology,planning formulation and plan implementation. Starting from the aging populationcharacteristics in megacity, the paper explore the difference of how development goals,compilation content, facility planning and implement policies reacting to agingpopulation both in mega and big cities and medium and small towns.On the basis above and from the aspect of target principles, industry, facilityplanning, traffic system, green and public space, pre-disaster planning, the articlestudies the response of aging population on the compilation level in megacity andindicates that the key points in compilation study are the total amount, layout andconstruction standards of endowment facilities. The essay researches the strategy toensure implementation planning results on strengthening the link of regulatory control,improving the supporting policies and the legal protection.All in all, the article，choosing Tianjin as an example, on the basis of agingpopulation status and trends in Tianjin, analyses the existing problems of endowmentfacilities in Tianjin and comes up with the endowment facility planning measures incentral urban area in Tianjin.
