Reflection On Deviation Between Urban Planning And Implementation Of Ji’an City

With the rapid development of China’s urban planning theory and practice, thedeviation between the urban planning and implementation issues is becoming more andmore prominent. In this current rapid urbanization stage, most small and medium-sizedtowns are devoting great effort on urban construction for actively promoting theurbanization process, when the deviation between the target and practice is often generated.Of course, the deviation is not necessarily a bad thing, but finding out the causes of thedeviations has a great significance to avoid adverse deviation during the process of urbanconstruction in the future.This paper proceeds from China’s actual situation by means of sociology, management,system, and interests of the game theory and foreign urban planning experience, selectstypical small town Ji’an City for the sample study, mining deviation between andimplementation during the process of urban development planning, analyzes the reasons forthese deviations, and puts forward management strategies of urban planning preparationand implementation in the development of China’s urban construction. This research ideasto the planning and implementation deviation as the core, in accordance with theprovisions of the discovery problem-analysis of the problem-the problem-solving contextexpand.Ji’an is in a period of rapid urbanization, economic development and urbanconstruction have made great achievements. In recent years, under the policy guidelines,driven of regional integration, regional transportation improvement, the size of Ji’an cityhas significantly expanded, the trade and logistics has rapidly developed, employmentopportunities have increased, and population has gathered obviously, which are closelyrelated to the pursuit of the profit. In the condition of external environment change andprofit motivation, there comes out the situation of implementation process not complyingwith the previous goal, which is common in those small towns who are weak and seriouslyrely on the outer resource. However, this simple pursuit of the development process of thecity "interests", ignoring the target practice deviation building wanton conduct likely tocause urban sprawl, a series of problems of the urban construction and low efficiency, thesewill be restricting health urbanization obstacles. This article reflects implementation deviation in construction process of Ji’an city, anduses the experience on the similar city, explores the coordination of the planning andimplementation of the strategy, and provides a new way for healthy urbanization in China.
