Research On The Rural-urban Intergration Problems For Hainan Provincial Space Planning

Hainan is the only tropical island province and provincial-grade economic zone inChina. It has obvious domestic advantages in tropical agriculture, ecologicalenvironment and tourism resources in the country. Hainan’s eco-civilized villageconstruction produced big echo at home. It has entered the important stage ofhigh-speed urban-rural development. With the appearance of "Hainan internationaltourist island construction" national policy, Hainan provincial government begins toorganize drawing up the Spatial Planning covering the whole province--" Hainanprovince urban-rural economic and social integration development master planning",and hope to solve the Hainan provincial development problem gradually through theplanning, explore the new pattern of urban-rural development, guide the economic andsocial integrating development of the whole province.The aim of this paper is to explore and research the strategical, outstandingproblem which could affect the spatial development pattern in the period of the spatialplanning working process. It should find the urban-rural integration development routeand strategy in order to achieve the province’s overall benefit maximization. On thebasis of this, study for the basic function and space organization which is beneficial toHainan’s urban-rural integration development.The topic adopt the technical method that goal oriented and problem orientedcombination, experience summary and case analysis promotion. On the basis ofanalyzing target and problems on the Hainan urban-rural integration, summarizingcharacteristics and experience about Hainan passed20years, analyzing the developmentcasein China and abroad, the topic has found following conclusion:In view of Hainan’s unique natural resource condition and special pattern ofurban-rural development in China, Hainan is difficult to realize the urban-ruralintegration by the route of “industry re-feeding agriculture, urban power rural". Itshould achieved by suiting its measures to local conditions, divisional development,through a variety of industry support, diversification of power driven multiple modescombination. It should only put the unique resource advantage into real competitiveness,coupled with the superiority of less population and small gap between urban and rural,will it be possible to realize the benign development of Hainan province. Research puts forward Hainan should grasp the development opportunity of its own,draw lessons from the of the post-industrialization society development, realize thetransformation of development mode. It should foster the tourism, modern serviceindustry and modern tropical agriculture that "three big industries" as the core ofmodern industrial system; take the Hainan characteristics urbanization route by “smallconcentration, big dispersion” and regionalization; strengthening the small townsconstruction; promoting the equalization of basic public services in urban and ruralareas. In spatial organization aspect, it should construct " two grades’ life-serviceciecle" to meet the basic public service-demand and the construction demand ofinternational tourism island, including the4metropolitan life-service circle and21basiclife-service circle; organise " four cores, multiple corridors, networking and flattening"urban-rural spatial structure to the international tourism island, comprising four cores, aseries of center and town service point, A number of towns and ecological corridors, theurban-rural interactive functional network, the flattening social structure and so on. Inaddition, it suggested some specific projects and supporting conditions to realize aboveaspect.
