After differentiate and analysis of the underlying theory, with the full analysis on foreign experiences of the process of urban andrural development practices and learn from that included Germany and the United Kingdom, summed up the experience of domestic several typical urban and rural practic-emode, that think the county is the most direct form of geographical space to combinedwith the urban and rural areas, and is the geographical to achieve the coordinated development between urban and rural.For the status of domestic rural, classified according to the state of development ofdifferent villages, point out the agricultural villages is the most typical and most widelydistributed village which we researched in Guanzhong area. Through analysis of theagricultural village of farmers’ living conditions, including the standard of living,employment, customs and concepts and so on, China has vast territory，so regionaldevelopment has very significant differences, the urbanization form of Top-down indifferent places can not completely solve the problem, Combined with the reality offarmers’ choice, can be drawn in situ urbanization is conducive to the employment of farmers, increase their income, savings and optimal land use, promote the developmentof urban and rural areas, in line with the new urbanization of China’s national conditions.Analysis to determine the location of the new rural community of the county, the size ofthe community, public-service matching system, finally the new rural community layoutplanning in Gaoling, specific on the conclusions of this paper.
