In the context of the two major strategies of rural revitalization and urban-rural integration,the construction of rural community living circles has become an effective means for local governments to provide public services and an important tool for promoting equal access to these services.Within the restructuring of the national spatial planning system,the coordination between population and land use in rural areas is affected by the constraining balance between construction land and population size.This in turn directly influences the planning and construction of rural community living circles.Meanwhile,new trends such as the aging population in rural areas and diverse demands have raised higher requirements for targeted and differentiated supply of public services.However,there is still a persistent tension between the rigid standards of public service facilities planning and the nonequilibrium rural supply-demand reality.Traditional allocation methods such as per capita indicators and service radius are unable to meet the highly differentiated local development demands.Therefore,this thesis selects Lanshan District of Linyi City as a case study,focusing on the non-equilibrium of the rural community living circles,and exploring an adaptive approach based on this issue.Based on the overall logic of "problem posing-framework construction-feature research-path delineation-strategic response",this research focuses on how to construct adaptive rural community life circles based on the realistic non-equilibrium supply and demand background of rural public services.The literature review shows that existing research generally assumes the ideal homogeneity of rural areas and ignores the coupling base of the current supply and demand of public services and regional differences in rural community life circles.Therefore,Maslow’s hierarchy of needs theory,new public service theory,and social space dialectics were chosen as theoretical foundations.From the fundamental perspective of daily life needs of residents,the research focuses on the composite interaction network of public service needs,supply,and facilities,especially for education and medical care,in different "social-space" backgrounds,and constructs a three-element conceptual model for the construction of rural community life circles.The governance logic of the national territory planning system is integrated,and a technical framework for delineating the adaptive community life circle is built upon the "matching degree evaluation-adaptive delineationsystem construction".In terms of evaluating the degree of match,this study focuses on the core concept of"public services" and establishes a three-part evaluation system for the current status of rural public services,which includes "demand intensity-supply quality-service facility accessibility"with the basic unit being the administrative unit of rural governance.Based on the research of non-equilibrium features,the study employs the triangulation method with a three-dimensional,three-tiered rubric to classify the types of mismatches in the public service sector of the current status of rural communities.The case study reveals that the overall structure of rural public services exhibits significant non-equilibrium characteristics of mismatches.Specifically,the intensity of public service demands shows a "ring-normalization" structure centered around towns in space and a "pyramid" structure of ascending strengths in quantity.The nonequilibrium property of supply quality demonstrates a "central high,east and west low"characteristic in space,a class "pyramid-like" quantity property,as well as flat and atomized organizational structure characteristics in terms of supply mode.The non-equilibrium property of carrier accessibility displays a "multi-center" layering structure in space.Furthermore,the current mismatch in public services offered in rural community living circles can be categorized into five main types of mismatches and twenty-four specific mismatch scenarios.This sentence has been revised by changing the word choices and the structure of the sentence.The revised sentence is more concise,clear,and reads in a formal academic style.In terms of adaptive allocation,based on the types of mismatches in current public services,an adaptive allocation path of "ideal guidance-mismatch adjustmentmultidimensional interaction" is constructed to optimize and adjust the rural community living circle.Firstly,based on the service efficiency of the current rural community living circle public services of "time distance+service economy",91 basic community living circles,31 daily community living circles and 7 expanded community living circles are defined as the ideal numbers.Secondly,the mismatch adjustment is carried out by constraining the nearest adjustment based on the "balanced distribution of planned service population and public service structure" in the overall land-use planning.After optimization,86 basic community living circles,26 daily community living circles,and 6 expanded community living circles are obtained.Lastly,the diverse interaction among the government,residents,and businesses serves as the foundation for the social feedback among the relevant parties.By coordinating multiple logic,including planning technology,resident needs,service supply,and industrial matching,a three-level and six-category system of rural community living circle based on"basic community living circle-daily community living circle-expanded community living circle" is established.In response to the restructuring of the national territorial planning system,this thesis offers strategic recommendations for the integration of rural community life circles from three aspects:service supply,planning communication,and platform integration.Firstly,the service supply strategy should be demand-driven to address the structural mismatch of public services,by establishing rigid and elastic service elements at different levels and proposing diverse options for public services in rural community life circles under different functional areas.Secondly,the rural daily community life circle should serve as the unit of planning to break through the administrative boundaries of villages,enabling the effective transmission of upstream planning and integration of rural resource elements.Finally,this thesis proposes the construction of a three-in-one interactive platform "public service-planning communicationsocial governance" based on the rural community life circle to achieve resource coordination and integration.The final section provides a summary of the main conclusions,potential innovations,and limitations of the study,as well as prospects for future research.
