As the development of modern society and industry, application of project management has been spread to many areas, and as one of the most important goal in project management, quality management is playing more important role in modern industry, also being attached more importance by people; the final goal of a good project is not only has good use value and value added; but also can make sure the safety protection for people, society and environment during project usage. So that needs pay more attention to project quality management. Especially on chemical project because of characteristic and fatalness of chemical project. In addition, based on chemical project characteristic and fatalness, we realized, it is easier to have incidents and troubles take place during chemical project commissioning and startup. So quality management is very important on this stage, which may impact the society stability, life and project reliability.Generally speaking, usually we put forward improvement and modification comments during MOC (management of change) based on field walk-down, to compare original design and actual situation, and operational applicability; meanwhile, on startup period, have a detailed field walk-down/inspection on each subsystem, equipments, instruments and pipes, test of rotating equipments; on each different stages, such as pipe flushing, blowing and dry, control system check, chemical material introduction, commissioning and normal operation. However, due to the characteristic and fatalness of chemical project, current management of quality and safety cannot avoid or eliminate all risks and potential risks, especially when hazardous chemical materials are introduced; on the other hand, current management methodology need higher capabilities for startup guys on technical skill, capabilities on risk assessment and risk control. So in order to improve current management methodologies and combine author’s learning and work experience on a30,000ton class chemical project, raise a new chemical project quality management and risk control method on startup period:based on6-Sigma methodologies (DMAIC-Define, Measure, Analysis, Improve and Control) and risk assessment and control matrix, to successfully control and eliminate the risks and complete30,000ton class chemical project startup, meanwhile, make sure the whole period are safe and effective during commissioning and startup.Firstly it states the basic theory of6-sigma and the fundamental structure of the risk control matrix; also based on both theories characteristics and difference, I describe the overall and systemic management of chemical project (TCS) on startup period; meanwhile, on different subsystem and stages, according to designed process hazardous review and hazardous operation, to have detailed and overall inspection, check and test; to find the potential problems on construction and installation with improvement and necessary modification as needed; also, to have an overall risk assessment and control on startup, especially when hazardous material introduced; afterwards, by "people, machine, material, method and environment" aspects, to reduce the likelihood of risks, identify and eliminate the potential risks, finally, increase the safety, stability and reliability on TCS startup period.
