Research On Social Risk Assessment And Control Measures Of Chemical Project Besieging City

With the gradual progress of China's urbanization process and increasing intension of chemical industry layout,mass incidents caused by the implementation of chemical projects are increasing gradually.Frequent mass incidents not only set obstacles to the normal development of chemical projects severely,but also had serious adverse impact on society.Therefore,it is of great practical significance to carry out research on the assessment and control of the social risks of chemical projects besieging city.In order to ensure the smooth implementation of chemical projects,the study takes the root theory,the "risk chain" theory and the gray system theory as the theoretical basis,to research the social risk of chemical project besieging city.According to the research method of rooting theory,the influencing factors and the forming mechanism of social risk of chemical project are analyzed by three steps,including open coding,spindle coding and selective coding process.The analysis shows that the influencing factors of the social risk of chemical project besieging city are diversified and complex.The diversity is reflected in the fact that the influencing factors include both the real risk factors within the chemical project and the external environmental factors,including influences on perceived risk and stimulating factors.The complexity is reflected in all kinds of influencing factors are not independent of each other,there is mutual correlation between each other,and the final formation of social risk results from the interaction of various factors.On the basis of this,the paper constructs the social risk assessment index system and evaluation model of chemical project by using scientific and reasonable method.Through the assessment of social risk of chemical project,realize controlling the risk in advance.In the real risk stage,build a multi-faceted quality management responsibility system,introduce the independent third-party risk assessment agencies and mobilize the broad participation of the public and;In the perception of risk stage,implement public system for the compensation of residents,enhance the sense of social responsibility of chemical enterprises,build the trinity supervision and restraint mechanism;In the social risk highlights stage,need to build risk emergency management mechanism and risk management accountability mechanism,reshape the local government's social image.
